Description
The Administrative Resource Center (ARC) is a federal shared service provider and part of the Department of the Treasury, Bureau of the Public Debt (BPD). ARC's Information Technology business line (ARC/IT) provides low-cost, shared services to a diverse portfolio of federal customers. Treasury bureaus, independent agencies, boards and commissions, and Inspectors General organizations. Value is provided through IT infrastructure consolidation and standardized IT service delivery in a modern, technically innovative and secure environment. Services include: information systems security, hosting and software engineering. Secure hosting services are provided for production, contingency and disaster recovery systems, and development/test regions. Additionally, end-user support services are provided to BPD employees. Treasury is pursuing an IT initiative that will allow for cost savings and efficiencies through physical data center consolidation of the Financial Management Service (FMS) and BPD data centers, standardization of IT processes and the creation of a single IT governance structure for both FMS and BPD. This initiative includes: • Consolidation of five (5) IT infrastructures into FMS' Kansas city Regional Operations Center (KROC) in Kansas City, MO and BPD's main data center in Parkersburg, WV; and • Managing the activities of the two data centers, the supporting infrastructure and various Chief Information Officer (CIO) functions. ARC/IT anticipates continued business expansion as a result of the Treasury initiative. The initiative conforms with the Office of Management and Budget's (OMB's) Data Center Consolidation directive that all federal agencies review IT spending, placing emphasis on consolidating and sharing IT services to reduce expenditures. Changes related to this IT initiative are expected to be complete by 2013. There are three (3) primary objectives of this requirement: 1. Provide an automated IT Service Management (ITSM) solution; 2. Provide the necessary professional services to implement the IT Service Management (ITSM) solution, resulting in a complete service management program with mature configurations, operating procedures, and processes; and 3. Provide training for administrators and operations staff. The ITSM solution will help preserve ARC/IT's reputation for delivering high-performing, highly-available information technology services in support of Treasury's mission. By helping to properly monitor changes, as well as regulatory and security compliance, the solution will strengthen ARC/IT's overall security posture, reduce downtime for our critical systems and services, reduce firefighting, minimize mean time to repair (MTTR), and help to meet service level agreements (SLAs) and key ITSM objectives. ITSM is also considered a best practice by IT organizations for security, cost reductions, and process efficiency.
