Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI10134, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-41 dated May 13, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 423450, which has a size standard of 100. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a MACSQuant Analyzer on a sole source basis from Miltenyi Biotec. This is for the study of T-cell and B-cell interactions in the immune response of whether it be a human or from a non-human animal model, and to provide accurate and unbiased analysis of the human immune system. Item/Description/Quantity: 1) MACSQuant Analyzer, #130-092-197, qty-1; 2) MACS MiniSampler, #130-092-535, qty-1; 3) MACS Cooling Tube Rack, 1 x Chill 5 tube rack for 5mL tubes, #130-092-951, qty-1; 4) MACS Cooling Rack - Chill 96, Adapter for 96 -well plates to be used with the MACSQuant Analyzer, #130-094-459, qty-1; and 5) MACSQuant Analyzer - On-Site Training, #160-001-485, qty-1. The MACSQuant Analyzer is the only known benchtop flow cytometer that is small in size (60 x 35 x 40cm) to accommodate confined laboratory space, offers three robust lasers of violet, blue, red that are secured into the optical bench, exact volumetric pipetting using a robotic arm, and the multiparameter flow analysis of seven (7) fluorescence and two scatter channels. The flow cytometer can automatically pre-enrich rare cells prior to the flow cytometry analysis with the integrated MACS technology to enrich for target cell populations by magnetic labeling of cell markers such as antigen-specific T cells, circulating tumor cells, endothelial cells and progenitor stem cells. Award will be based on meeting the salient characteristics, price, warranty, and delivery. Delivery shall be 30 days after receipt of order to Bethesda, Maryland, 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included with submission and can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
