- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation Number W58RGZ-10-R-0437 is to be a Sole-Source procurement to Bell Helicopter Textron, Inc. (BHTI), in accordance with FAR 6.302-1(b), Only One Responsible Source and no other Supplies or Services will satisfy agency requirements. The corresponding NAICS code for this procurement is 611512. The US Army Contracting Command, AMCOM Contracting Center proposes to award a new Firm Fixed Price (FFP) contract for Bell 407 Pilot Training for approximately eight pilots. This training will be conducted at the Bell Helicopter Customer Training Academy in Fort Worth, Texas. The desired end state of this effort is fully trained and qualified pilots capable of operating Bell 407 Helicopters. The required pilot training consists of the Basic Aircraft 407 Qualification Course, the Night Vision Goggle (NVG) Course, and the Operational Check Flight Course. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors -- Commercial 52.212-4, Contract Terms and Conditions - Commercial Items 52.212-5, Contract Terms and Conditions Required To Implement Statues Or Executive Orders -- Commercial Items, 52-212-3, Offeror Representations and Certifications - Commercial Items 252-232-7003, Electronic Submission of Payment Requests and Receiving Reports 252-212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items.
