- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with Spencer Statistics, on a sole source basis to develop designs for estimators of nonsampling errors in estimates of components of Census coverage from the 2010 Census Coverage measurement Program (CCM). Through prior research and knowledge of statisticians in teh field of Census coverage measurement, the U.S. Census Bureau has determined that Spencer Statistics, Inc., is the only source at this time with the knowledge and experience needed to accomplish the needed requirements and will mitigate any risks associated with the Bureau's ability to complete its scheduled milestones and without impeding its overall mission. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to Lisa Safewright via email at lisa.r.safewright@census.gov. All questions must also be emailed to this address. No phone calls will be honored. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telphone requests will not be honored. No contract will be awrded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received by 3pm eastern time on Thursday, July 8, 2010, a contract may be issued to Spencer Statistics without further notice.
