Description
The Weapons Engagement Office (WEO) in the Systems Engineering Department of the Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAWCWD) 41P000D supports Department of Defense (DOD) Agencies and Programs by providing research and development technical assistance and systems support in the development, testing, and fielding of future Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) systems. The range of support provided extends from evaluation of alternatives and initial engineering design to operational deployment of systems that provide image intelligence (IMINT), communications intelligence (COMINT), signal intelligence (SIGINT), and/or measurement and signature intelligence (MASINT) services to the war fighter. The WEO serves as a focal point for defining system requirements, system design and integration, prototype development, and testing and evaluation for Programs fielding C2ISR systems or components that support or derive ISR products. Sources are being sought for a contract that will provide RDT&E systems engineering, prototype development, integration, testing, evaluation, and technical assistance support to the WEO and NAWCWD through specifically experienced and uniquely qualified personnel. Technical and Engineering services obtained hereunder will be applied to the design, development, testing, and integration of Navy and National Community-sponsored intelligence processing, precision targeting, geospatial visualization and exploitation systems. The contractor shall provide the following types of development, and technical assistance activities: a) Systems engineering and software engineering services to the WEO, NAWCWD, and other DOD components in supporting the development, integration, testing and fielding of prototype C2ISR systems. Services to be provided under Task Orders will also include System/Program/Acquisition Management, Technical Assistance, Systems Engineering and Integration, Software Engineering, System Test and Evaluation, and Fleet Operations and Liaison activities for those capabilities that may transition to Programs or Components supporting the Navy. b) Engineering and analysis activities that will focus on the resolution of issues that will affect future Navy and Joint Service C2, intelligence, reconnaissance and weapon system targeting requirements. These efforts will require expert technical capabilities and experience plus a current working familiarity with Navy and Joint C2ISR systems, issues, and processes. Knowledge of national agency, Joint Service and Navy-specific ISR and C2 processes, current day situations, and future evolution plans will be required for these tasks. c) Systems design, analysis, and evaluation to enable development of requirements and systems associated with the tasking, posting, processing, and use of national and tactical imagery and derived products. Comprehensive knowledge and extensive experience in the areas of Navy and Joint C2ISR systems, interfaces among those systems, as well as National, Joint, and Navy-specific architectural standards, requirements, and limitations will be required to perform Task Orders issued in this area. d) Transition activities requiring demonstrations, experiments and/or Joint/Coalition exercises where previously developed or emerging capabilities must be integrated, tested, and deployed on existing systems. Task Orders will require experience with and knowledge of systems and capabilities emerging from projects such as Radiant Gemini, Meteorite, Virgo, Pluto, Scorpio and Polaris. Experience with and knowledge of national agency projects such as AVATAR, ALIVE, GERICO, PAGAN, and MOVIE will also be required. Proven development and deployment of service oriented architectures, web-based services, and Ozone Widget Framework applications will be required to provide assistance with deployment of future C2ISR capabilities. All systems and software delivered will become U.S. Government property without proprietary or restricted data or intellectual property rights.
