Description
PRE-SOLICITATION NOTICE: NRCS is planning to post Solicitation Number AG-3B19-S-10-DDOE requesting bids to install stream channnel stabilization measures in Watts Branch, Washington, D.C., sometime in the next few weeks. MAGNITUDE: Between $1,000,000 and $5,000,000. SET-ASIDE: the solicitation will be a 100% Small Business set-aside. Bids will be solicited only from responsible small business concerns. A small business concern is a small business concern that appears on the list of qualified small business concerns maintained by the Small Business Administration (SBA). Offers received from concerns that are not small business concerns for the NAICS code identified below will not be considered. NAICS CODE: The North American Industry Classification System (NAICS) Code for this solicitation is 237990 - Other Heavy and Civil Engineering Construction and the small business size standard is $31.0 million. PROJECT DESCRIPTION: The project involves regrading of stream banls. installing grade control structures, and revegetating the stream banks of approximately two (2.0) miles of stream in Watts Branch. Stream restoration of Watts Branch shall restore natural channel stability and create habitat by reconfiguration of the stream channel using natural channel design principles. All work shall be completed in the time specified. PRE-QUALIFICATION REQUIREMENTS: To be eligible to compete and to be evaluated in the solicitation all offerors must comply with the following pre-qualification requirements: (1) Offerors must complete the annual "Representations and Certifications" electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Representations and Certifications must be correct, current and up to date on the ORCA web site no later than the date and time that the bids are due. (2) Offerors must be represented in paragraph (b) of FAR 52.219-1 Small Business Program Representations in the Representations and Certifications as a Small Business Concern for the NAICS code assigned to this solicitation. (3) Offerors MUST NOT be listed in the US Government's Excluded Parties List System (EPLS) database as being debarred, suspended or excluded from receiving contracts from the US Government. Below is a minimum set of requirements for contractors to be able to bid on the Watts Branch Stream Restoration Project: •Management and implementation experience on at least 3 stream restoration projects with at least one of those projects $500,000 in costs •Management and implementation experience on at least 3 stream restoration projects in urban or suburban areas •Management and implementation experience at least 2 stream restoration projects at least ˝ mile in length (approx. 2500ft) •Management and implementation experience on at least 2 stream restoration projects that utilize natural stream channel design techniques CCR: All prospective contractors must be registered in the Central Contractor Registration (CCR) and must be a Small Business concern for the specified NAICS code in order to be eligible for award. NRCS reserves the right not to award a contract from this solicitation if it is in the best interest of the government.
