Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NEEK0000-10-14747 is being issued as a Request for Quotation. The North American Industry Classification System Code (NAICS) is 541330 and business size of $4.5M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NEDSIS), NOAA Liaison Office/NASA GSFC has a project to provide Lightning Mapping Array (LMA) Observations in Chuva to support GOES-R Proxy Data Generation and Algorithm Development. The primary objective of the proposed effort from the GOES-R perspective is to combine and leverage the observing assets associated with the international CHUVA field campaign (and in particular with the Sao Luiz Paraitinga IOP component) with a U.S. supplied portable LMA network to generate proxy data sets for GLM and ABI that include simultaneous total lightning and SEVIRI observations. The SEVIRI instrument, with its 12 spectral channels (4 visible, 8 infrared), provides an excellent proxy source for the GOES-R ABI. The ground-based LMA provides total lightning observations that, when adjusted appropriately, can serve as an excellent proxy of what GLM would detect. Combining these two data sets will allow the GLM and combined AWG and R3 teams (with potential PG applications) to better address and assess several areas of on-going research, including Day 1 Algorithm Testing/Validation, Cell Tracking, Lightning Jump, QPE, Aviation Weather, Lightning Forecast and Lightning Warning. From the CHUVA point-of-view, the participation/contribution of a regional LMA will be to provide the campaign with total lightning, lightning channel mapping and detailed information on the locations of cloud charge regions for the thunderstorms investigated during the Sao Luiz Paraitinga IOP portion of the CHUVA field campaign (later a second deployment in the Brasilia IOP might come under consideration but this is not included in the scope of this proposal). Much of the lightning information will not be available without the LMA. The real-time availability of LMA observations via the Web also can contribute to and support improved weather situational awareness and mission execution. The LMA data will contribute to several specific scientific questions being addressed in CHUVA, including: 1) How do cloud microphysics and electrification processes evolve during the cloud life cycle? 2) How to improve precipitation estimates and cloud microphysics descriptions by using conventional and polarimetric radar? 3) What is the contribution of aerosol in the process of cloud microphysical development and precipitation formation? And 4) What are the average characteristics (3D cloud processes) of the main regimes of precipitation in Brazil? (convective regime will be addressed by LMA. Period of Performance: Date of Award through July 31, 2011. The resulting purchase order shall negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit.
