Description
Revised Solicitation document Revised SF1449 The purpose of this amendment is to change the NAICS code from 541690 to 541511 and to clarify that the minimum guarantee for the contract resulting from this solicitation is $100,000.00. All other terms and conditions remain unchanged. The purpose of this amendment is to clarify the status of this requirement as a total small business set-aside. All other terms and conditions remain unchanged. COMBINED SOLICITATION/SYNOPSIS The purpose of this solicitation is to obtain contractor assistance for the creation of data visualization using geospatial technology. Location United States Secret Service - Criminal Investigative Division 950 H Street, NW Washington DC, 20223 Background The Secret Service currently utilizes a geospatial environment to support the investigative and protection mission of the Secret Service. Objective Provide geospatial support and enhancements to the current geospatial environment. Infrastructure Environment Hardware Dell Apple Software Windows ERSI XSan Oracle 11i SQL Server Performance Certification by the Government of satisfactory services provided is contingent upon the contractor performing in accordance with the terms and conditions of the contract, this document, the approved technical and cost proposal, and all amendments. The Secret Service representative and the contractor's representative(s) will meet frequently telephonically or at the place of performance to discuss performance. Scope of Work The contractor shall provide technical support, operational support and developmental enhancements to the systems current functionality. Statement of Work Task 1: Support and Maintenance The contractor shall conduct a complete systems check of the geospatial environment and mitigate any issues that will adversely impact mission operations Task 2: HSIP Gold 2010 The HSIP Gold Database is a unified homeland infrastructure geospatial data inventory assembled by NGA in partnership with the Department of Homeland Security (DHS) for common use by the Homeland Security and Homeland Defense (HLS/HD) Community. It is a compilation of geospatial data characterizing domestic infrastructure and boundaries assembled from a variety of Federal agencies, commercial vendors and state mission partners. The contractor shall successfully load this data into the Secret Service's geospatial environment Task 3: RSS and Camera feeds The contractor shall integrate "feeds" into the geospatial environment Task 4: Geo-coding The contractor shall design, develop and deploy an automated geo-coding procedure that can process millions of locations efficiently. Task 5: Data Layers The contractor shall utilize the geospatial environment architecture (hardware/software) to produce and display mission data. Materials Materials needed to complete the above tasks shall be approved by the government prior to purchase by the contractor. Materials purchased using government funds shall become the property of the Federal Government. Section 508 Compliance In accordance with the standards under Section 508 of the Rehabilitation Act of 1973, the contractor should comply with all relevant standards prior to the initial design and development of application starting. If the contractor is unclear or unable to comply with the standards, the Secret Service should be immediately notified. Remote Accessibility No remote access is authorized without prior approval of the Secret Service. Government Furnished Information, Property and Equipment The Service will provide server hardware, and licenses for the various multi-tier systems. The Service will provide reasonable accommodations to support contractor staff. Reasonable accommodations are defined as office space/cubicle with a telephone, a computer, and appropriate physical and cyber access privileges. The Service will provide access to existing system documentation, configuration diagrams, operational procedures, installation guides and practices, and other technical documentation or information in whatever existing form as soon as the contractor has been approved by Service Personnel Security to receive such information. The Service will provide reasonable access to system managers and users sufficient in number to provide representative information. The Service will provide physical access to the systems and sites in question to perform implementation and testing required by the Service. The contractors must receive authorization prior to bringing non-Service computers into any Service facility or attaching any devices to any Service system. Contractor access shall be limited to normal business hours: Monday through Friday (excluding Federal holidays) from 9:00AM to 5:00PM. Hours outside the normal business hours must be approved by the government. Notwithstanding other security policies and procedures, the Contractor shall not remove copy or otherwise transmit any source document, notes, work products, or data from the premises without approval from the government. Specifically, no documentation or source code shall be removed or otherwise transmitted from US Secret Service Headquarters premises, nor shall Secret Service enterprise data be exported to another device or otherwise transmitted from the US Secret Service Headquarters premises or facility. Secret Service Obligations, Resources, Systems and Documentation: The Secret Service shall provide the contractor access to personnel, sites, servers, systems, and documentation required for this implementation including: •§ ESRI software and servers •§ Development, staging, and production facilities and servers •§ Network and system diagrams •§ Badges/access to USSS facilities •§ Access to Mission data •§ Access to personnel knowledgeable about the IT environment and data •§ Access to personnel knowledgeable about the operational applications
