Description
The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals from qualified U.S. organizations interested in providing the services described in the attached solicitation. This is a full and open competition, under which any type of U.S. organization (large or small commercial [for profit] firms and non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15.1 will apply. USAID plans to award one cost reimbursement completion-type contract with a total estimated cost of the required activity under the contract equivalent to 66 person years of expatriate time over the life of the project, including the base period and the two, one-year option periods. This is not an estimate of the required Level of Effort for labor cost estimating purposes. Offerors should propose their most cost-effective approach to achieve the completion objectives of the contract. Proposals will be evaluated for both cost realism (in relation to the technical approach proposed) and cost effectiveness. No further details on the basis for this estimate will be provided. Project activities are foreseen starting in approximately January 2011. The Performance Period is comprised of a Base Period of three (3) years and two, 1-year Option Periods. Offerors must propose costs that they believe are realistic and reasonable for the work. Cost Proposals will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results. All information required for the submission of an offer will be contained in the electronic RFP package that will be posted at www.fedbizopps.gov, no less than 15 days after this notice. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken.
