- Please be advised that the aforementioned solicitation number has been changed from W912PL-10-B-0020 to W912PL-10-R-0036. Please reference solicitation number W912PL-10-R-0036 for all future concerns regarding the NACO Border Patrol Station project. NACO Border Patrol Station CHANGED FROM W912PL-10-B-0020 TO W912PL-10-R-0036 The procurement method will be the best value method Lowest Price Technically Acceptable. Eligible offerors will be required to provide a technical and price proposal for consideration of award. The technical proposal will be evaluated based on the evaluation criteria stated in the RFP. Those offers that are determined to be Technically Acceptable will then be evaluated based on the lowest price submitted. Plans and specifications will not be provided in paper copy. The solicitation, amendments and interested vendor's list for this solicitation will be posted on www.fbo.gov Viewing/downloading documents from www.fbo.gov will require prior registration in Central Contractor Registration (www.ccr.gov). Please note that all firms who want to access to the solicitation, primes and subcontractors, must be CCR-registered, have a MPIN, and either a DUNS number or CAGE code. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. It is the responsibility of the contractor to check www.fbo.gov website frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for offerors inability to access the documents posted at the referenced website. No CDs or paper copies will be made available. If you would like to list your firm so that others can see you are an interested vendor, you must click the Add Me to Interested Vendors button in the listing for this solicitation on www.fbo.gov. The performance period for this project is 365 calendar days. The North American Industry Classification System (NAICS) code is 2362200, Other Heavy and Civil Engineering Construction, $33.5M average annual gross revenue for the last three (3) fiscal years. The FSC Code is Y119. The estimated cost range of the project is over $10,000,000. The solicitation will be made available on or about 1 July 2010. If the awarded offeror is a large business, they will be required to submit a Sub-Contracting Plan. The Los Angeles District Sub-contracting goals are as follows: 70% with Small Business, 6.2% with Small Disadvantaged Business, 7% with Woman Owned Small Business, 2% with Service-Disabled Veteran Owned Small Business and 9.8% with Hub-Zone Small Business. The Government intends to issue this solicitation through the use of the Internet only. Amendments to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or Paper) will be provided unless the Government determines that it is necessary. An important notice to all potential offerors: The U.S. Army Corps of Engineers, Los Angeles has implemented a new procedure for posting solicitations. As of 15 February 2006, the Electronic Bid Solicitations (EBS) system is no longer used to post solicitations. This Solicitation No. W912PL-10-R-0036, NACO Border Patrol Station, Naco, Arizona and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps. Project Description: NACO Border Patrol Station - Construction of a 450 man Border Patrol facility complete with administration, detention and vehicle maintenance as an upgrade and major addition to the adjacent and existing Border Patrol Station.
