Description
The Government intends to solicit and negotiate on a sole source basis with Power House Equipment Corporation for a temporary boiler to heat the seawater systems for the NOAA, Northeast Fisheries Science Center, James J. Howard Laboratory, Highlands, NJ 07732. This requirement is presently satisfied by Power House Equipment Corporation. It has been determined advantageous to the Government to remain with the same contractor. Requirements: The boiler will heat seawater flowing at 50 gpms to a temperature of 100 F. Seawater is heated via a heat exchanger. Supply all connections, fittings, piping, electrical, fuel connection and materials required to supply the required heat demand. Supply and connect two - 4 inch hoses to the existing system utilizing Victaulic connections. Piping can be utilized instead of hoses. Each hose shall be 50 feet in length. Boiler will be stored outside of the building. Boiler shall be a self-contained unit. Boiler shall be 1million BTU's or greater and 50 hp. Supply 1 hour of training to the on-site maintenance crew. Training will consist of fueling, start and stop operations, and other operations/information to keep the boiler running 24 hours/day. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) database to be considered for an award by the Federal government. For information regarding CCR contact the CCR website at www.ccr.gov. The FSC Code is N045 and the NAICS is 423720. The government intends to award a firm-fixed price purchase order for this requirement. The Government intends to solicit for only one source under FAR 6.302-1 (a) (2)(ii) (A). All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by NEFSC. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
