- PWS SOLE SOURCE JUSTIFICATION & APPROVAL This is a notice of intent to issue a contract to O’Liners/Dan O’ Day, 11060 Cashmere Street, Los Angeles, CA 92562, on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). The proposed procurement is for the contractor to present a 3-day seminar at each of two locations: Yokota AB, Japan and Spangdahlem AB, Germany. Each training event will include a 1-day Radio Air Talent Seminar, a 1-day Radio Spot Production Seminar (consisting of a 5- to 7-hour seminar based around radio spots gathered from AFN affiliates), and a 1-day Spot Improvement Seminar in which the instructor critiques new spots brought by the student and assists in making the spots more effective and compelling pieces of strategic communication. The overall objective of the seminars will be using the written word, voice actors, comedy, and sound effects to sell ideas and products. This is not a production seminar; the focus will not be on the technical processes of media production. The focus will be on the concepts of advertising, sales, effective messaging, eliciting emotion, and affecting the behavior of the listener. SEE ATTACHED SOLE SOURCE J-A. This announcement constitutes the only notice, a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date specified in this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
