Description
Place of performance: Virginia Beach, Virginia Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 953 HORNET DRIVE, SUITE 213, BLDG 820 The Invitation for Bid (IFB) will be issued in July 2010. The solicitation will close and Bids will be opened in August 2010.. A contract will be awarded in accordance with FAR Parts 14 & 36, Sealed Bid Selection procedure. This solicitation will be issued as N40085-10-B-0026. This solicitation will open to all Service Disabled Veteran Owned Businesses. Project Description: This is a Design-Bid-Build project. The contractor will provide all labor, supervision, tools, materials, equipment, transportation, and management necessary to perform whole reserve center repairs. The reserve center repairs will include replacing the roof, HVAC units, windows, exterior doors, ceilings, lights, and flooring. The contractor will install a wet pipe sprinkler system in the main building, communication and electrical lines, prime and paint all interior walls and exterior metal; renovate rest rooms, replace the existing fire alarm system, install a new fence that will extend through the front gate, mechanical barriers, and a gate house to meet the Anti-terrorism/Force Protection (AT/FP) requirements. The contractor will replace the roof on the garage to accommodate Naval Coastal Warfare Group 2 Embarked Security Teams, mill, overlay, and line stripe the existing parking lot. All work must be completed and ready for use not later than 365 calendar days after notice to proceed. The magnitude of this construction project is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33.5M. Please be advised on-line registration requirements in the Central Contractor Registration (CCR) database https://www.ccr.gov/ and directed solicitation provisions concerning electronic annual Online Representations and Certifications (ORCA) at http://orca.bpn.gov Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and completed. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. A contract award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be the most advantageous to the Government, considering only price and price-related factors included in the invitation. A Bid Bond in the amount of 20% is required. The Government reserves the right to reject any or all proposals prior to award.
