Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE Service Disabled Veterans Owned Small Business (SDVOSB) Procedures. The Veterans Health Administration located in Altoona, PA intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for Construction Services. The project consist of the contractor providing all plant, labor, materials, equipment, appliances, permits, transportation and supervision necessary for construction services for Project Number 503-09-114, "Replace Trailer # 3", at the VA Medical Center, Altoona, PA 16602 in accordance with the solicitation documents, specifications and drawings. This project is for the replacement of approximately 1600 SF Trailer with an addition to the existing building Two (2) for new office and storage space and includes various disciplines of work to include but not limited to: Demolition, General Construction, Civil, Mechanical, Electrical, Plumbing, HVAC, Plumbing, Environmental Controls, Fire Alarm Systems, Telecommunications Systems, CATV Systems, Paging Systems, and Duress Alarm Systems, Construction Waste Management, Alterations, Paving, Walks, Finish Grading and Seeding, Drainage, Utility Systems, and other various operations to provide for a complete and usable project. The contractor shall be responsible for the verification of existing site conditions that may affect all work. Furthermore the contractor will have access to the area of renovation for the required construction services; all other areas of the medical center shall remain functional during the construction period. Performance period is 180 calendar days from receipt of the Notice to Proceed. The solicitation will be available approximately fifteen (15) calendar days from the date of publication of this announcement. The solicitation, specifications, drawings and attachments will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100/. Bidders must be registered in vetbiz at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fedbizopps.gov web site to be entered on the Bidders Mailing List and to obtain copies of the Bidders Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million annual receipts for the past three (3) years. The cost range is between $250,000.00 and $500,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of the FedBizOpps website only. Solicitation Issue Date will be on or about July 8, 2010. A pre-bid conferences/site visit will be conducted for this solicitation on Jul 22, 2010, at 10:00 A.M. It is requested that participating contractors meet in Building 2, Room 100 not earlier than ten minutes prior to the scheduled start time, located at the VA Medical Center, 2907 Pleasant Valley Blvd, Altoona, PA 16602. All questions regarding this solicitation must be submitted in writing by email to danny.sanders@va.gov, all questions pertaining to this solicitation must be received in writing no later than 2:00 P.M. on July 30, 2010 no telephone request will be honored. Proposal must be received and acknowledged by a member of the Contracting Department, located in building two (2) no later than 10:00 A.M., on August 10, 2010. All responses to questions will be posted to the web site. A firm fixed price contract will be awarded as a result of this solicitation based on availability of funds. It is the responsibility of the contractor to frequently check the web site for all notices, amendments, etc, regarding this solicitation. The government will not be responsible for any notifications not sent or received by contractors regarding this solicitation.
