- The Naval Surface Warfare Center, Panama City Division intends to issue a Sole Source purchase order to Liquid Robotics Incorporated (LRI) for the acquisition of Wave Glider hardware and associated technical support, which includes the Payload Development Kit, Gold Maintenance and Support Agreement, and Engineering Support Services. This requirement is not suitable for full and open competition for the following reasons: LRI is the sole manufacturer of the Wave Glider and its hardware and technical requirements. The specifications of this unique item meet the minimum requirements of the US Navy. Previous market research has determined that these items need to be purchased direct from the manufacturer. The solicitation is for 100% Small-Business Set Aside. The contractor shall provide one payload development kit (PDK). The PDK shall include a Wave Glider float, a command and control (C&C) dry box, a forward payload dry box, 2 solar panels, an AC power supply module, a rudder module, a dummy umbilical, stands, crates, manuals, and basic support for one year. The contractor shall provide shipment of the PDK to Panama City, Florida. The awardee must be registered in the Central Contracting Registration (CCR) database at the time of award. The award date will be approximately 16 July 2010. The NAICS Code is 336612.
