- PRE-SOLICITATION NOTICE Description: The Department of Veterans Affairs, National Energy Business Center (NEBC), 4141 Rockside Road, Suite 110, Seven Hills, OH 44131 anticipates soliciting offers and subsequently awarding a Firm-Fixed Price construction contract for Ground Source Heat Pump Systems at four Department of Veterans Affairs facilities located within Veterans Integrated Service Network (VISN) 11. The contractor shall furnish all labor, materials, equipment, supplies, and travel necessary to perform this contract. This project includes (but is not limited to) general construction, asbestos abatement, necessary removal of existing structures, electrical work, plumbing, mechanical, HVAC and other items. Designs of the geothermal systems at these sites have been completed and will be provided in the solicitation when issued. The applicable Veterans Health Administration (VHA) facilities are locates as follows: 1.Ann Arbor VA Medical Center - 2215 Fuller Road, Ann Arbor, MI 48105. 2.Battle Creek VA Medical Center - 5500 Armstrong Road, Battle Creek, MI 49037. 3.Indianapolis VA Medical Center, 14841 West 10th Street, Indianapolis, IN 46202. 4.Saginaw VA Medical Center, 1500 Weiss Street, Saginaw, MI 48602. The solicitation will be issued as an "Invitation for Bid" (IFB) posted to FBO (www.fbo.gov) conducted in accordance with FAR Parts 14, 19 and 36, and be evaluated in accordance with the procedures therein. The solicitation will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) as described in government-wide numbered note #29. The applicable NAICS code is 237130 with a size standard of $33.5 million. The solicitation will be issued on or about Tuesday June 29, 2010, and the proposal will be due 30 calendar days thereafter. Proposals shall be submitted to the VA, NEBC at 4141 Rockside Road, Suite 110, Seven Hills, OH 44131. The completion of this project shall not exceed 365 days from Notice to Proceed. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $1,000,000 and $2,000,000.
