Description
In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. The FAA Spectrum Engineering Services Directorate requires handheld Radio Frequency Interference (RFI) direction finding kits to accomplish its radio spectrum interference resolution mission. The handheld RFI direction finding kits are used to tactically and quickly detect, locate and resolve sources of RFI that disrupt NAS communication, navigation, and surveillance systems. The anticipated quantity is 86 units. Fully integrated and functionally tested direction finding system composed of the following components are required: 1. Receiver with detachable box containing analog S meter socket (for PC interface). 2. Receiver/PC interface cable.3. NiMH batteries with charger.4. Installed alkaline batteries, with an additional set for spares. 5. Telescoping whip antenna.6. VHF and UHF Loop antennas.7. 126 MHz-centered Yagi antenna.8. Log Periodic Microwave Antenna for 1.0 - 3.0 GHz9. Shock-resistant carrying case for the entire system, less Yagi antenna. 10. Instruction books. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) code for this requirement is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals with a size standard of 500 employees. All responses (one per company) are to be provided on company letterhead and limited to a total of 10 typewritten pages. No type font less than 11 point may be used. PURPOSE This market survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. CAPABILITY STATEMENT All respondents must provide a Capability Statement that demonstrates the ability to provide handheld Radio Frequency Interference (RFI) direction finding kits in accordance with the requirements stated above.
