Description
The Department of Justice, Procurement Services Staff, Acquisition Programs Group, on behalf of the Antitrust Division, intends to issue a sole source award to Roberta R. Katz, Palo Alto, CA, to provide guidance and assistance to senior Division leadership in reviewing the Division's organizational and management structure and providing recommendations for information technology enhancements. Until recently, Ms. Katz had served as a Special Advisor to the Antitrust Division's Assistant Attorney General advising on technology issues. As a result of her tenure with the Division, she has developed a unique insight and understanding of the Division's law enforcement mission, organizational makeup, operations, and functional dynamics. During her time with the Division, Ms. Katz also acquired a profound understanding and familiarity of the Division's complex and multi-faceted IT network, information handling systems, and other technological foundations. Ms. Katz will assist the Division in its mission to address the proliferation of global antitrust enforcement agencies and the resulting impact and change in the Antitrust Division's overall work. She will continue to review the Division's management and organizational structure, offer recommendations for improvements in structure, process and workflow, and provide guidance on needed enhancements to the Division's information technology infrastructure. No other source possesses the experience and depth of familiarity with the Antitrust Division as Ms. Katz making her uniquely and singularly positioned to fulfill the Division's requirement in this instance. The period of performance will be for a one year period. The value of the contract is expected to be approximately $100K. The anticipated award date is July 2nd, 2010 under NAICS 541990. This notice is for informational purposes only. This is not a request for competitive proposals; however, all responsible sources may submit a capability statement that specifically addresses how it intends to support the Antitrust Division in the same manner as Ms. Katz. It is by the discretion of the US Government to not open this requirement to competition. The Government intends to award this requirement noncompetitively IAW FAR 6.302-1(a) (2) (iii)-"Only One Responsible Source...".
