Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 20, VAPSHCS. 2. Description of Action: This is a request for other than full and open competition for the procurement of the OPMI Vario S88 System and corresponding parts. 3. Description of Supplies or Services: The following Carl Zeiss items are required: 000000HOO11955499 OPMI VARIO/S88 HEIGHT ADJ COL. SYSTEM 00000010974655010 FACE TO FACE SYSTEM W/ STEREO BRIDGE 00000021007455009 X/Y SYSTEM FOR HANDSURGERY OPMI VARIO 00000010974655010 FACE TO FACE SYSTEM W/STEREO BRIDGE 00000010974655010 FACE TO FACE SYSTEM W/ STEREO BRIDGE-INCLUDES 8 PARTS 4. Statutory Authority: (x) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: The OPMI Vario / S88 System is a surgical microscope designed to enhance visualization during surgery. It is utilized by surgeons who are specially trained to use the equipment. The Seattle VA Operating Room currently has a complete system on station and an additional unit is needed for Neurology in response to increased patient care demand. 6. Actions to Promote Competition: The Carl Zeiss OPMI Pentero was considered and the price range was estimated to be approximately almost three times as much as the quoted price of the required commodity. 7. Determination of Fair and Reasonable Price: In accordance to FAR 13.106-3(a)(2)(ii), price will be determined fair and reasonable by verifying previous contract awards with similar line items. 8. Market Survey (FAR 7.102): Market research conducted has shown that Carl Zeiss offers unique products that no other manufacturer has been able to produce satisfactorily as determined by the technical representative. 9. Other Considerations: The current model on station has a life expectancy through 2013. It would be cost-effective to update the current system on station rather than to purchase a different unit. In addition, the surgeons who will be using the unit have been specially trained on this required model only.
