- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center Charleston, SC is issuing intent to negotiate a sole source procurement with the non profit organization Land Trust Alliance, 1660 L St. N, Washington, to provide facilitation and logical services during the 2010 Land Trust Alliance Conference being held in Hartford, CT. Land Trust Alliance is uniquely qualified to support efforts in conservation of coastal resources by providing a venue for the transfer of information among the coastal resource management community during the conference. Additionally, no other institution or organization has the resources to undertake the scale of this conference. The statutory authority for other than full and open competition is 41 USC 253 (C)(1), Only One Responsible Source. The applicable NAICS code is 813312 with a size standard of $7 million. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by 11:00 A.M. EST June 30, 2010. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
