Description
SOURCES SOUGHT - MARKET SURVEY CAPABILITY ASSESSMENT FOR Infra-Red (IR) Cameras, Electro-Optical (EO) Cameras, and Pan/Tilt Platforms, Remote Video Surveillance System (RVSS) for FAA Mike Monroney Aeronautical Center in support of the Department of Homeland Security (DHS), Customs Border Protection (CBP). This is a market survey for providing Infra-Red (IR) Cameras and Electro-Optical (EO) Cameras (with Camera Housings), and Pan/Tilt Platforms, Remote Video Surveillance System (RVSS) (aka RVSS Camera Bundle) in support of the Department of Homeland Security (DHS), Customs Border Protection (CBP). Responses to this market survey will be used for informational purposes only. This is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking nor accepting unsolicited proposals. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. FAA anticipates that any resultant contract(s) would be a firm-fixed priced commercial item purchase order with a definitive delivery schedule. The purpose of this market survey is to solicit statements of interest and capabilities from all business sizes, including large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the required items. The salient and performance characteristics of the items to be provided are provided as an attachment to this announcement. Any equipment / items proposed must meet all characteristics / specifications in order to be considered as a basis for future competition of this requirement. Interested vendors must supply information that proves their proposed items meet all of the following performance requirements outlined in the attached document for all items in the bundle. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 334290, Other Communications Equipment Manufacturing, with a size standard of 750 employees. Interested vendors should submit the following documents to the point of contact listed at the bottom of this announcement: 1. Capability Statement - This document is limited to not more than four (4) pages and must identify: (a) the types of items / services typically provided by your firm and quantities; (b) dollar value and type of items / services provided by your firm under previous contracts (provide dollar value, type of contract, start / completion dates, and customer / end-user information) for items which meet the performance requirements / specifications in the attached document; (c) number of years in business; and (d) geographical areas where your company can provide services. 2. Narrative of Compliance with Performance Requirements - The document is limited to four (4) pages and must identify: (a) ability of the vendor's proposed equipment / items to meet all of the performance requirements / specifications of the Government; and (b) expected manufacturing / production lead time and delivery ability by item type. 3. Business Declaration Form - Interested vendors shall complete the attached Business Declaration Form and submit it with their capability statement and narrative per paragraphs 1 and 2 above. Firms should indicate their proposed plan for in-house manufacturing / performance, teaming, subcontracting, etc. Respondents must provide an indication of the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 4. A copy of the vendor's SBA 8(a) Certification Letter, if applicable. All responses to this market survey must be received by close of business June 25, 2010.
