- This is a sources sought announcement to determine the interest, availability, and capability of HUBZone, 8(a) and service-disabled veteran-owned small business concerns that have an interest in submitting an offer on project JFSD 200969A/B - UAS (RQ-4) Add Electrical Services and Repair Squad Ops/AMU Building 542 located at the Grand Forks AFB, ND. The project includes, but is not limited to the removal of interior walls, finishes, ceilings, HVAC, and electrical and fire suppression systems; interior renovation of several open-bay areas into a functioning UAS equipment/operations facility, including supporting office construction and mechanical, electrical, and fire suppression system work; interior gutting of existing office/work areas and construction of a Secure Compartmented Information Facility (SCIF), complete with Tech Control (data equipment) facility, all on a raised computer access flooring system to include construction of a perimeter sound-absorbing wall and other sensitive systems; interior renovation of office and training spaces for a new usage, including wall work, architectural casework, new finishes, doors and frames, ceilings, HVAC/electrical system work and fire suppression system work; exterior work consisting of a new emergency generator and associated building electrical system modifications and installation of a new concrete slab for HVAC system condensation units; and exterior work to close in several existing window and door openings. The period of performance is 180 days. Should a Request for Proposal be issued, the magnitude is estimated to be between $1,000,000 and $5,000,000. The resultant contract awarded from any contemplated solicitation will be a firm fixed price contract. This office is requesting that all interested and qualified HUBZone small business concerns, 8(a) contractors, and service-disabled veteran-owned small business concerns respond to this sources sought notice with a capability statement and proof of HUBZone, 8(a), or service-disabled veteran business status. Oral communications are not acceptable in response to this notice. The government will utilize the following information in determining acquisition strategy: (1) summarize how your firm is uniquely capable and qualified to handle this type of construction; (2) summarize projects completed similar to the project outlined above. (3) statement of your current business size status under the North American Industry Classification System Code (NAICS) 236220; small business size standard is $33.5 Million. The information capability statement and data noted above must be submitted in written format by fax to 701-747-4215 or by e-mail to queen.mccartney@grandforks.af.mil and matt.sanders@grandforks.af.mil not later than 4:00 PM (CDT) on 28 June 2010. This sources sought is an advance notice for information and planning purposes only and IS NOT a solicitation. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be registered in the Central Contractor Registration (CCR). The CCR website is http:www.ccr.gov/. Also, the successful offeror must have an active Online Representation and Certification (ORCA). The ORCA website is http://orca.bpn.gov/. This source sought notice shall not be construed in any manner to be an obligation to issue a solicitation/contract, or result in any claim for reimbursement of costs for any effort you expend in responding to this request.
