- This work will include, but is not limited to the following: (See Statement of Work) San Diego River Gorge Trailhead Base Bid: This project includes but is not limited to the following items of work: Trailhead site construction to include coordination of delivery, and installation of a vault toilet building; construction staking, clearing, erosion protection, excavation, compaction and finish grading, paving and surfacing, concrete drives and walkways, site utilities, and construction of and/or installation of miscellaneous site improvements and drainage features. Host Area Base Bid: Includes but is not limited to the following items of work: Host Site related items to include construction staking, clearing, excavation, compaction, finish grading, concrete slab, asphalt walkway, water, septic, and electrical. Option 1: Includes but is not limited to the following items of work: Parking Option, Walkway, and Picnic Area. Option 2: Includes but is not limited to the following items of work: 5’ Walkway width for Parking Option. Option 3: Includes but is not limited to the following items of work: Thornbush Road trenching and electrical (If required) NAICS - 237990 MAGNITUDE OF CONSTRUCTION - $250,000 - $500,000 NO FORMAL SITE VISIT IS SCHEDULED FOR THIS SOLICITATION, CONTRACTORS CAN VISIT THE SITE ON THEIR OWN, THE SITE ADDRESS IS LISTED BELOW IN THE PLACE OF PERFORMANCE. METHOD OF AWARD – CASCADING SET-ASIDE PROCEDURE: Award resulting from this solicitation will be made using the following cascading set-aside order of preference: a. In accordance with FAR Subpart 19.13, award will be made on a competitive basis first to responsible, eligible HUBZone small business concerns that submits a fair and reasonable price. (Refer to Section I, Clause I.2, 52.219-3, Notice of Total HUBZone Set-Aside b. If the price from the HUBZone is not considered to be fair and reasonable, award consideration will be made in accordance with FAR Subpart 19.14, to a responsible, eligible Service Disabled Veteran Owned Small Business (SDVOSB) concerns. (Refer to Section I, Clause I.2, 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside c. If a fair and reasonable price cannot be obtained from either a HUBZone small business concern or a Service Disabled Veteran Owned Small Business, consideration will be to make award in accordance with FAR Subpart 19.5, to a responsible small business concerns that submits a fair and reasonable price. (Refer to Section I, Clause I.2, 52.219-6, Notice of Total Small Business Set-Aside. For purposes of determining a fair and reasonable price, a 10% factor will be used. For example, if a Service-disabled Veteran-owned Business and a Small Business submit a lower overall quote but the difference is 10% or less compared to a HUB Zone Business, then the HUB Zone Business would be awarded the contract SOLICITATION WILL BE POSTED NO LATER THAN 12 JULY 2010 OR SOONER ALL QUESTION MUST BE IN WRITING AND E-MAILED TO: mchowell@fs.fed.us
