- FA4452-10-R-0003-0001 Solicitation Conformed FA4452-10-R-0003-0001 Solicitation Amendment The Headquarters Air Mobility Command (HQ AMC) Specialized Contracting Branch will issue solicitation Request for Proposal (RFP) FA4452-10-R-0003 on or about 7 Jun 2010 for an AMC Windows based, Mission Index Flying (MIF) and Mini-Flight Plan (MFP)/RTA System for installation on AMC mission laptop computers for the C-17, C-5, C-5M, KC-10, and KC-135 Aircrafts and a Mission Index Flying Optimization Overlay Program (MIFOOP) to be integrated with the AMC Advanced Computer Flight Plan (ACFP) System. The contractor shall provide a Mission Index Flying, Mini-Flight Plan/RTA System and ACFP Mission Index Flying Optimization Overlay Program solution with all the features, functionality, and capabilities as specified in the Specifications Document (Attachment 1). In addition, the contractor shall ensure the delivery schedule is met (paragraph 2, Specifications Document, Attachment 1). This acquisition will be conducted utilizing the Lowest Price Technically Acceptable (LPTA) source selection technique in accordance with Federal Acquisition Regulation (FAR) Part 15.3, Source Selection, as supplemented by Defense Federal Acquisition Regulation Supplement (DFARS) to evaluate offers submitted in response to the RFP. The contract type for the resultant contract will be a requirements contract, firm-fixed price. A sources sought notice was posted to the Federal Business Opportunity (FBO) website on 01 Feb 2010. Solicitation FA4452-10-R-0003 will be solicited on FedBizOpps open market on an unrestrictive, competitive basis. Foreign participation is permitted at the prime contractor level. The North American Industry Classification System (NAICS) code to be used for this procurement is: 334511, "Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing." The small business size standard for this NAICS code is 750 employees. The anticipated period of performance is as follows: Base Period: 05 Aug 2010 - 04 Aug 2011 Option Period One: 05 Aug 2011 - 04 Aug 2012 Option Period Two: 05 Aug 2012 - 04 Aug 2013 Option Period Three: 05 Aug 2013 - 04 Aug 2014 The total performance period is 48 months. The anticipated award date is 05 Aug 2010.
