Description
The Air Armament Center, 308th Armament Systems Wing, 808th Armament Systems Group, 685th Armament Systems Squadron, Eglin AFB, FL anticipates awarding a sole source Firm Fixed Price (FFP) contract to Arrow Tech, 1233 Shelburne Rd. Suite D-8, South Burlington, VT, 05403. It is anticipated that the total contract period of performance will not exceed (6) six months from time of award. The Medium Caliber Ammunition Program Office (MCAPO) requires expertise in support of PGU-28 A/B 20mm High Explosive Incendiary Ammunition ballistic spark range testing at the Eglin AFB, Florida Aeroballistics Research Facility (ARF). The scope of the test program is to collect and reduce data derived from firings of PGU-28 A/B spin stabilized projectiles in the ARF covering the Mach regime from 0.7 to 3.0. The objective of the data reduction is to obtain aerodynamic characteristics (force and moment coefficients), including the dynamic stability derivatives. The contractor shall convert measurements from the digitized images supplied by the ARF into the Arrow Tech-proprietary Aeroballistics Research Facility Data Analysis System (ARFDAS) compatible files. ARFDAS is the only known software specifically developed and tested for the Eglin ARF to produce six degrees of freedom (6-DoF) characterizations of spin stabilized projectiles. Additionally, the contractor shall be prepared to begin this task NLT 19 July 2010 in conjunction with on-going ammunition Developmental Test and Force Development Evaluation to facilitate required October 2010 completion of all testing and timely fielding recommendation to ease current combat-use only restriction of this ammunition. The contractor will submit a final written report (digitized photos, mass properties and test conditions) to include axisymmetric static force and moment coefficients: CX, CN, and Cm and dynamic force and moment coefficients with particular attention given to the pitch-damping coefficient and the Magnus moment. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE. The proposed contract action is for work for which the Government intends to solicit and negotiate with only one source under the authority of FAR.302-1, "Only One Responsible Source". The 685 believes that award to any other source would not provide the capability of 6-DOF aerodynamic characteristics (force and moment coefficients) including the dynamic stability derivatives resultant from testing in Eglin AFB, ARF. Therefore, any Offerors responding to the notice must provide evidence of technical and operational experience with spin stabilized projectile aeroballistics data reduction, proprietary rights to ARFDAS software, and ability to meet the 19 July 2010 support date. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Arrow Tech is the only known source of the technical expertise required to support this requirement. Anticipated award date us on or around 30 June 2010. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting points of contact identified below.
