Description
Defense Energy Support Center (DESC) has a requirement to establish a proficiency testing program for the DESC and Military Services Petroleum Laboratories that will enable DESC to improve and maintain a high level of performance in conducting routine ASTM tests and comparing their results with other laboratories worldwide. This correlation program includes responsibilities for petroleum product quantity procurement, sample preparation and packaging, CONUS and OCONUS distribution/shipping, statistical analysis of data, and distribution of statistical summary reports. The laboratory correlation program shall be conducted in accordance with the essential principles and intent detailed in American Society for Testing and Materials (ASTM), E-1301, Standard Guide for Proficiency Testing by Interlaboratory Comparisons and International Organization for Standardization (ISO.IEC) 17043:2010, Conformity Assessment - General Requirements for Proficiency Testing. The contractor's crosscheck program shall be sponsored by ASTM Committee DO2 on Petroleum Products and Lubricants. ASTM International, manages a program that includes numerous petroleum product crosscheck programs that would meet this requirement. This is posted as notification of the Government's intent to enter into a sole-source award to ASTM International, under the authority of FAR 13.5 and FAR 6.302-1. "Only one responsible source and no other supplies or services will satisfy agency requirements." However, the Government will accept and evaluate information on potential sources capable of delivering the requirements stated above. While this notice of intent is not a request for competitive quotations, the Government will consider all quotations/responses received by June 30, 2010. This announcement is published for informational purposes only. No other solicitation documents are available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their capabilities by responding to this requirement, no later than 3:30 PM EST, June 30, 2010.
