- The Fleet Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to acquire 2 Modified Pneumatic Air Winches for NAVFAC Mid-Atlantic Region. These commercial items will be solicited in accordance with the information in FAR Subpart 13.5 using Simplified Acquisition Procedures. The proposed firm fixed price contract is for a brand name or equal product. The brand name, model number, and salient characteristics for the first item are Ingersoll-Rand Air Winch P/N: EU-C/D08017 with canister dolly winch guard, Pneumatic Model# EU/PT-PZ. Specifications include air power source, remote pilot air pendant throttle (PHS2E), 30 foot pendant air hose with strain relief cable, standard manual brake, 5/16 pitch grooved short drum (for cable), marine 812 finish, sandblast and carbozinc primer, exhaust muffler, modified drum guard with mounting brackets as per NAVSEA Drawing 5167843 REV-E. The brand name, model number, and salient characteristics for the second item are Ingersoll-Rand Air Winch P/N: EU-M/D08017 with missile dolly winch guard, Pneumatic Model# EU/PT-PZ. Specifications include air power source, remote pilot air pendant throttle (PHS2E), 30 foot pendant air hose with strain relief cable, standard manual brake, 5/16 pitch grooved short drum (for cable), marine 812 finish, sandblast and carbozinc primer, exhaust muffler, modified drum guard with mounting brackets as per NAVSEA Drawing 5167843 REV-E. In accordance with FAR 5.102(a) (6), the required justification for the brand name is as follows. The material must be compatible in all aspects with existing systems presently installed. Material and construction of the subject part is critical to eliminate any problems with form, fit, and function of the MK33/1 Dolly Loader assy. Unit is to load and unload missiles into and from their respective launching containers. These items have been engineered to operate in a system within the end item. The exact specifications and dimensions have to be met exactly. No waivers or deviations from the original drawing will be granted. The NAICS code is 423830 and the small business size standard is 100 employees. Delivery location for the items is Colts Neck, New Jersey 07722. All delivery costs associated with items 0001 and 0002 should be included in the unit price for each item. The anticipated delivery date is no later than 30 September 2010. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Interested parties may identify their interest and capability to respond to the requirement. However all information received within seven days after the date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The government will not pay for any information submitted in response to this notice.
