Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Spectrum Analyzer tobe used with EMI testing. RF properties, in the 40 MHz signal analysis bandwidth arepreferred. The capability of offering a wide range of analysis packages for analogmodulation methods as well as wireless and wideband communications standards are alsopreferred. Additional features like a touch screen, compact dimensions for rack mounting,low weight and direct support of power sensors are desirable.Performance Requirementsa.Frequency range up to 40 GHzb.40 MHz analysis bandwidthc.0.4 dB level measurement uncertainty up to 7 GHzd.Measurement applications for GSM/EDGE, vector signal analysise.Easy on-site upgrading of available optionsf.110 dBc (1 Hz) phase noise at 10 kHz frequency offsetg.+15 dBm third order intercept (TOI)h.Displayed average noise level (DANL) in 1 Hz bandwidth: 155 dBm at 1 GHz i.Frequency range up to 110 GHz j.Minimum of 3 years of calibration supportk.Compatible with either EMC32, TILE, or Matlab software.l.As a minimum the Spectrum Analyzer shall be capable of full remote control(setting operational parameters) over a GPIB interface. Also included is the ability toreceive spectrum data over the GPIB interface.Also include three years of depot calibration coverage.The provisions and clauses in the RFQ are those in effect through FAC _2005_- 39.This procurement is a total small business set-aside. See Note 1The NAICS Code and the small business size standard for this procurement are 334515 and500 employees respectively. The offeror shall state in their offer their size status forthis procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, Calibration Lab, 21000 Brookpark Road, Mail Stop21-6, Cleveland, OH 44135 is required within 60 days ARO. Delivery shall be FOBDestination. Offers for the items(s) described above are due by close of business June 28, 2010 toIngrid Pace (Ingrid.Pace-1@nasa.gov) and must include, solicitation number, FOBdestination to this Center, proposed delivery schedule, discount/payment terms, warrantyduration (if applicable), taxpayer identification number (TIN), identification of anyspecial commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall listthe country of origin. Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. Offerors must include completed copies of the provision at 52.212-3 (AUG 2009), OfferorRepresentations and Certifications - Commercial Items with their offer.
