- The Fleet and Industrial Supply Center, San Diego intends to award a Sole Source Firm Fixed Price contract, under the authority of FAR Part 13, to Petroleum Analyzer Company of Houston, Texas for one (1) ALCOR JFTOT-230 Mark III Jet Fuel Thermal Oxidation Tester, Part No. AL 85436-115V, and one Video Tube Deposit Rater with Software, Part No. AL-8555511. All items must conform to the American Society of Testing Materials (ASTM) Specification D-3241. A copy of this specification can be obtained from ASTM International, 100 Harbor Drive, PO Box C700, West Conshohocken, PA 19428. The Navy uses this specification to determine the thermal stability of its turbine fuels. This notice of intent is not a request for proposals or quotations; however, any challenges to this sole source received within ten (10) days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
