- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4855-10-Q-0028 and is a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-40, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20100408, and Air Force Acquisition Circular (AFAC) 2010-0402. This is a small business set aside. The North American Industry Classification System (NAICS) is 337214 Office furniture, except Wood**. Small Business Size Standard is 500 employees. The Offeror must be an authorized dealer and must quote on an all or none basis. Award will be based on Best Value to the Government. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. Line items: 0001-Furniture for Mezzanine in Building 204 (Please see attachments.) It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. The following Provisions and Clauses apply to this solicitation and are incorporated by full text: FAR 52.212-1 Instructions to Offerors - Commercial Items The following addendum is provided to this provision: Paragraph (b), entitled "Submission of Offers", Offers may be submitted via facsimile, e-mail or mail. Paragraph (c); entitled "Period of Acceptance for Offers", the offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. FAR 52.212-2 Evaluation - Commercial Item Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Timeliness of quotation and performance (Bidders must be able to supply furniture by mid to late July 2010) Lowest price technically acceptable. Technical will be rated on a pass/fail basis. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3 Offeror Representations and Certifications - Commercial items. Complete only paragraph (j) of this provision if the annual representations and certificates have been completed electronically at http://orca.bpn.gov. If the annual representations and certifications have not been completed electronically at the ORCA website, then only paragraphs (b) through (i) of this provision need to be completed. Q: Will you accept an equal match to the furniture referenced in the list? A: These rooms are small and the furniture measurements need to match exact. There is no room for error. So yes we would accept an equal match as long as the furniture dimensions are exact. Q: There is a furniture requirement list for pre-existing offices. Are these pre-existing offices already furnished with HON? A: No. These rooms are not furnished. Q: Do you need installation for these items or is tailgate delivery enough? A:Yes, the organization is requiring installation. Installation information: 1. Scope of work: Install all furniture. 2. Floor levels: Two floors. 3. Elevators? NO. Two stair wells. 4. Drawings: Floor plans can be provided if requested. 5. Hours building is available for install: 24 Hour operation. More information will be made avaliable as required.
