- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Test and Evaluation Command intends to award a sole source Firm Fixed Price contract under the authority of FAR 6.302-1 (a)(2)(ii) to Western DataCom Co, Inc., Westlake, OH for the upgrade of existing USAOTC Fires Test Directorate (FTD) MIPTAP and ComCase encrypted wireless data collection systems to the ComCase T encrypted wireless data collection systems with support for the Talon card configuration. Western DataCom will be provided the five FTD MIPTAP and eight ComCase systems for upgrade to the ComCase T with Talon Card. Western Datacom was the designer and builder of the original MIPTAP systems for FTD and ABNSOTD and have previously upgraded the systems, from the MIPTAP to ComCase to ComCase T conversions with each upgrade providing significant improvements in support of test missions. The MIPTAP, ComCase, and ComCase T contain Western Datacom proprietary components, and support package, software, and the custom designed interfaces which enable the system to be used for mobile encrypted data collection and tamper-proof housings. The NAICS code is 334220 with size standard of 750. The proposed contract action is for end items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will only consider the proposals received within forty-five days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Information received will be used only for determining whether to conduct a competitive procurement. All responsible sources may identify interest and capability by responding to this requirement or submit a proposal. All respondents must be registered in the Central Contractor Registration (CCR), and have a valid DUNS number, Cage Code, and Tax Identification Number.
