Description
This synopsis represents market research and is the Governments attempt to expand the vendor base of items currently restricted to one source. TACOM-Rock Island is soliciting information from the Industry. Your participation in this market research is voluntary and at no cost to the Government. The items to be procured are for two GLPS components: Displacement Gyroscope (SKK3-08), NSN: 6615-01-468-8249, PN: 636892 and Battery Charger, NSN: 6130-01-468-5176. The Displacement Gyroscope provides: Azimuth Determination, Pre-alignment and warm-up not required, Azimuth reference grid north, Measurement time approximately 210 s, Accuracy of orientation 0.2 mil PE for latitudes 0 to 70 N or S and 0.3 mil PE for latitudes above 70 to 75 N or S; Operation: BITE (built-in test equipment) diagnostics for service engineers; Physical Data: Dimensions 6.9 x 8.5 x 11.5 in / 176 x 216 x 293 mm and Weight 15.5 lb / 7.05 kg. The Battery Charger: Alternating Current (AC) 115 V or 230 V, +10% / 20% 50 Hz to 60 Hz; AC fuse 1.6 A slow blow, Direct Current (DC) 10 V to 33 V, DC fuse 4 A slow blow, Charging Current 0.4 A maximum, at 24 VDC, Time to recharge a fully discharged battery: +41F to +122F / +5C to +50C 7 h, +14F to +40F / 10C to +5C 14 h. Dimensions 9.7 x 8.3 x 3.1 in / 247 x 210 x 80 mm Weight 8.8 lb / 4.0 kg The following information is solicited from industry: 1. Do you have a commercial or non-commercial item with or without modifications that meets the stated requirements? If yes, please provide a description of the item, delivery time, and estimated cost. Describe any modifications required. Provide product data sheets. 2. Do you have the experience/capability to modify a commercially similar item or manufacture this item to Government requirements? Please identify your experience/capability, delivery time, and estimated modification or production cost. 3. What are the customary/industry practices regarding warranty, buyer financing, discounts, distribution, support, repair, maintenance, packaging and marking? 4. What are customary practices regarding testing of this item? What tests are performed and how often? 5. What is your practice regarding the use of recovered materials, promoting energy conservation and efficiency? 6. Does the general description contain any requirements that you consider to be overly restrictive or that may inhibit effective competition? 7. What is your business size and socioeconomic status? 8. Do you have the ability to provide this item? 9. How long have you been producing this item? This synopsis does not constitute a commitment by the Government to place a contract with anyone who submits the requested information on this item. Nor does it constitute authorization to begin work or incur costs against this announcement. In accordance with FAR Clause 52.215-3, (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and Proposal Costs, of the Federal Acquisition Regulation (FAR). (b) Although proposal and offer are used in the Request for Information, your response will be treated as information only. It shall not be used as a proposal.
