- Open Competition - Combined Synopsis/Solicitation - PR# FE252092660104 This is a combined synopsis/solicitation for commercial items prepared IAW the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41 and DFARs Change Notice (DCN) 20091019 NAICS is 333319 with a small business size standard of 500 employees. *This acquisition is a 100% small business set-aside. Award will be made to the lowest priced, technically acceptable offer that meets the salient characteristics listed below as described in FAR clause 52.211-6 - Brand Name or Equal. 45 CONS/LGCB, Patrick Air Force Base, FL, 32925 is seeking to purchase Brand Name or Equal commercial items manufactured and designed by Portaqua. Quantity of 1 Emergency Portaqua Portable Water System with Shipping FOB Destination, Patrick AFB, FL. Minimum Salient Characteristic: System Performance Specifications: 1. Specifications a. System should have a capacity to supply drinking water to 3000-5000 people per day b. Designed for fast transport delivery via helicopter, plane, truck and rapid installation c. 10 x 10 x 6.5 feet tandem axle trailer at 3600lbs total d. Chemical Biofloculation inline pretreatment e. Fully Automatic f. Any source floating suction g. Provide low salts, high priority drinking water to 5000 people daily in bags or any other reservoir h. One hour setup at fully capacity i. 10,000 gallons per day, 500 gallons per hour capacity j. 1,800 gallons processed water storage k. Water bag filler l. 8,000 Watts power generator (220 volts) m. Internet-Ethernet connection capable for remote assistance and supervision 2. Construction Design a. Steel frame b. Aluminum-Fiberglass walls c. PVC schedule 80 piping d. Stainless Steel Pumps e. MIOX (Mixed Oxidant Disinfection) via electrolysis of salt brine g. Monitoring probe system h. Onion storage tank with integration to plant i. Aqua flex software and SCADA Data logging j.
