Description
THE ADDENDUM TO THIS NOTICE IS TO SPECIFY THAT THE DUE DATE OF PROPOSALS IS JUNE 25, 2010 @3:00PM, EST. RECOVERY – THIS ACQUISITION IS FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009 The National Institute of Standards and Technology (NIST) require infrastructure upgrades to support the NIST Center for Neutron Research as follows: High-Efficiency Pumping and D-Wing Modifications Project - New +/-2,400 gsf, two level support building housing new secondary (high efficiency) cooling water pumps and other equipment on the lower level and chemical treatment and cooling tower electric equipment on the upper level along with an equipment assembly area and mechanical space at the upper level. Work within the existing Building 235 – NIST Center for Neutron Research (NCNR) structure, will include removal and/or relocation of utilities and penetrations through walls to create room for the installation of new neutron guide systems and shielding. New Compressor Building - New +/- 1,200 gsf, one level infrastructure upgrade/support building to house Helium pumps and compressors needed for the new Reactor Cold Source Refrigerator. New Cooling Tower Cell - New cooling tower cell to supplement the existing three-cell cooling tower. New cell will provide additional cooling during the summer months and redundant cooling as needed throughout the year. New Electrical Substation - New electrical substation/infrastructure upgrade to be located to the north of the existing cooling tower and west of Building 235 – NCNR. It will consist of exterior network transformers, switchgear, underground duct-bank and related equipment. Substation will be sized at 1500kVa. New Security Road East of Building 235 - Re-routing of existing Center Drive on NIST Gaithersburg campus near Building 235 for enhanced security around the NCNR. Work to consist of excavation, grading and installation of approximately 2000 linear feet of bituminous asphalt roadway and related base, curbs, gutters, etc., as well as site restoration and seeding. THIS PROCUREMENT IS A COMPETITIVE 8(a) SET ASIDE UNDER THE SMALL BUSINESS ADMINISTRATION. THE NAICS IS 236220 WITH A SIZE STANDARD OF $33.5M. MINORITY BUSINESSES THAT SEEK ASSISTANCE WITH BONDING SHOULD CONTACT MBDA – MINORITY BUSINESS DEVELOPMENT AGENCY AT WWW.MBDA.GOV. The solicitation includes the base requirement for the High-Efficiency Pumping and D-Wing Modifications Project, a New Compressor Building, a New Cooling Tower Cell, a New Electrical Substation, a New Security Road east of Building 235, and a Site Specific Safety Plan. The solicitation also includes two options: one for the Addition of a 5-ton Bridge Crane to the Pump House and one for the Demolition of the West Wall of the NCNR Guide Hall. The period of performance (including the options) is from issuance of the Notice to Proceed through approximately 15 months thereafter. Detailed specifications and drawings will be issued with the solicitation. The magnitude of construction for the entire project is more than $10M. Contract award will be made to the lowest priced technically acceptable offer. The solicitation, solicitation amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/. The solicitation is anticipated for release to the vendor community on or about May 24, 2010 and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained.
