- RECOVERY - TAS:: 14 2302 ::TAS Project H65A0200 RECOVERY ACT - This notice is released to announce intent by the Bureau of Indian Affairs, Western Regional Office, to award a firm-fixed price Highway/Road construction project. The Contractor shall furnish all labor, materials, equipment and services to complete construction activities for Crack Cleaning and Sealing, Hot Aspahlt Rubber Chip Sealing, Hot Asphalt Concrete Pavement Surfacing and Pavement Markings for 1.700 Miles on Route 17 located on the Hopi Indian Reservation, Second Mesa, Navajo County, Arizona 86043. The Bureau of Indian Affairs, Western Regional Office, requires a firm fixed-price construction contract, and the procurement method is Negotiated Procedures, FAR Part 15 and 36. This project will utilize the Standard Specifications for Construction of Roads and Bridges on Federal Highway Project (FP-03), except where otherwise indicated in the solicitation. The Standard Specifications are available at http://flh.fhwa.dot.gov. The solicitation is a "Small Business Set-Aside. The estimated dollar value of this procurement is between $500,000.00 to $1,000,000.00. The Period of Performance is 120 calendar days. Offerors are expected and responsible to inspect and verify the site conditions where the work is to be performed. This project is classified under NAICS Code 237310 and has a size standard of $33.5 Million. This solicitation is funded by American Recovery and Reinvestment Act of 2009 (ARRA), Public Law 111-5; and the contractor shall comply with ARRA statute and all applicable laws, regulations, provisions, policies, procedures, and clauses, including but not limited to meeting the requirements of Sec. 1512 of the ARRA and other accountability and transparency conditions. A 20% Offer Guarantee Bond is required when responding to the RFP. 100% Performance and Payment Bonds, and Certificate of Insurance are required upon award. Technical questions must be submitted ten (10) calendar days before the RFP response date. All questions are to be submitted to e-mail address: paul.robinson@bia.gov. Potential offerors should visit the fedbizopps.gov website periodically for updates to the solicitation notice. Response to questions will be posted on fedbizopps. The solicitation document and plans/drawings are electroncially available on fedbizopps (attached to this solicitaiton notice); telephone requests to obtain the RFP package will NOT be accepted. Offerors are required to frequently check for updates at the website located at www.fbo.gov for updates and to download the solicitation package. The closing date for receipt of offers at the BIA Western Regional Office (WRO) is July 12, 2010, Monday, 4:30 PM COB Phoenix, Arizona local time.
