Description
The Office of Substance Abuse and Mental Health Service Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Network for the Improvement of Addiction Treatment(NIATx), The Board of Regents of the University of Wisconsin System, Center for Health Enhancement Systems Studies, 610 Walnut Street, 1109 WARF Building, Madison, WI 53527. Under the Health Care Reform “Patient Protection and Affordable Care Act enacted March, 2010, behavioral health providers face a broad range of business improvement challenges, including expanding access to Medicaid populations, contracting with Medicaid and other 3rd party payers, and integrating services with Federally Qualified Health Centers (FQHCs) and other primary care providers. SAMHSA/CSAT is committed to improving the business practices of behavioral health treatment providers as a means of reducing costs and increasing client access and continuation in treatment across different levels and systems of care. Over the past 7 years, CSAT supported the development and implementation of process improvement methods that can be applied by treatment organizations to improve business processes and increase cost efficiency. Currently, over 1400 substance abuse treatment organizations and 35 Single State Authorities across the country are implementing process improvement practices. The Network for the Improvement of Addiction Treatment (NIATx) was established by CSAT and the Robert Wood Johnson Foundation (RWJF) in 2003 and it has evolved into a national organization that provides training and networking opportunities to a broad range of substance abuse and mental health treatment providers, fiscal intermediaries and single state authorities across the country The objective of this requirement is to improve the business skills of public sector substance abuse and mental health treatment providers who are facing severe budget challenges as they implement the requirements of health care reform. The contractor will identify and actively recruit treatment providers to participate in learning collaboratives that will include tutorial teleconferences, webinars and other distance learning programs on how to improve the business case in substance abuse treatment. In addition, the contractor will provide on line training support to participants through use of business case best practices and related process improvement resources. Tasks: Objective 1:Develop an Implementation Work Plan Objective 2: Recruit Campaign II Participants Objective 3:Identify and Disseminate Business Improvement Resources and/or Best Practices Objective 4: Implement a web-based learning collaborative program Objective 5: Final Summary Report The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
