- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The Government intends to award on a sole source basis with Cummins West Inc for the SUSV-BV206 Repower citing Authority: 10 U.S.C. 2304(c) (1), Justification: supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit with only one, or a limited number of sources under the authority of FAR 6.302. To the best of the Government's knowledge, there are no other vendors that can satisfy this requirement. Electronic procedures will be used for this solicitation. Hardcopies of the solicitation will not be sent from this office. The solicitation will be available for download only at www.fbo.gov. This notice of intent is not a request for competition. However, all proposals received within the time frame specified in the combined synopsis/solicitation after date of publication of this synopsis may submit a capability statement in response to the above requirement with cost/price information before the expiration of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.. All responding vendors must be Central Contractor Registered (CCR). It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contract with the firms(s) listed. The requirement consists of the following items: 1. Engine: Navistar 3.0L I-4 Turbo Waste gate with HPCR Diesel Engine 2. Transmission: Allsion 2200 SP with related cooler, wiring and hoses. 3. Hydraulics: New hydraulic pump to meet the requirements of existing pump plus required hoses. 4. Gear Box "Drop Box": modifications as required to existing gear box design, if required. 5. Driveline: New driveline, flanges, yokes as required for installation. 6. Cooling System: New cooling system including radiator, fan, charge air cooler and related plumbing requirements to meet the needs of the customer specifications. 7. Air Intake Sytem: Air filtration housing and related piping for air management system. 8. Electrical System: new engine and chasis wirign harness as required for installation, includes new accelator pedal and interface required for existing displays. 9. Fuel Lines: New fuel lines as required for supply and return to fuel tank. 10. Labor: Complete installation of one power-train system as mentioned above. Vendor will furnish all labor and materials. Vendor shall pay all transportation costs to and from MCMWTC, Bridgeport CA. The resulting contract will be firm fixed price. This is a simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect FSC: 2815 NAICS: 811118, SIZE: 6.5. The provision of 52.212-1, Instruction to Offers-Commercial Items, applies to this acquisition and a statement regarding any addenda to the provision. (i) The provision 52.212-2, Evaluation -Commercial Items, applies to this procurement. The evaluation procedure to be used for this procurement is price and price related factors. (ii) Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with offer. (iii) Clause 52.212-4, Contract Terms and Conditions - Commercial, applies to this acquisition. (iv) Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items, applies to this acquisition. (v) Clause 52.247-34, F.O.B. Destination.
