- Provisions and Clauses The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD has a requirement to replace the university's battery systems. This request for quotes (RFQ) is issued in accordance with FAR Part 12-Acquisition of Commercial Items and FAR Part 13-Simplified Acquisition Procedures. This solicitation incorporates all relevant provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-40. This solicitation is set aside for small businesses and the applicable NAICS code for this requirement is 238210 - Electrical Contractors and Other Wiring Installation Contractors. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation, number HU0001-10-Q-0829, is issued as a Request for Quotes (RFQ). It will be the responsibility of the Contractor to monitor Federal Business Opportunities, http://www.fedbizopps.gov/ for the issuance of any amendments to the solicitation. Quotes must be valid for 30 days and must be valid for any quantity. SPECIFICATIONS: 1) Provide and install 90 C&D UPS 12-400MR (replaces Power 12120S) batteries for USU. The equipment requiring the battery is an Accupower uninterruptible power system. Model A3525, 480 Volts, 250 Amps. • Utilize existing cables • Remove and dispose per EPA spent batteries • Work to be performed during normal business hours: Monday - Friday 8:00 AM to 5:00 PM. • Access to the site is typical, meaning no steps. Use of freight elevator, if needed, or loading dock. 2) Provide and install 30 C&D UPS 12-350MR (replaces UPS12-225) batteries for AFRRI (Armed Forces Radiobiology Research Institute). The equipment requiring the battery is a Liebert. Model #300 20 KVA, 480 Volts, 147 Amps. • Utilize existing cables • Remove and dispose per EPA spent batteries • Work to be performed by appointment only. Point of Contact and details will provided at the time of award. • Access to the site is typical, meaning no steps. Use of freight elevator, if needed, or loading dock. Quote Format: CLIN Description 0001 90 C&D UPS 12-400MR batteries for USU : 1 each @ tiny_mce_marker_____, Total tiny_mce_marker_____ 0002 30 C&D UPS 12-350MR batteries for AFFRI: 1 each @ tiny_mce_marker_____, Total tiny_mce_marker_____ 0003 Delivery and installation for USU: 1 each @ tiny_mce_marker_____. Total tiny_mce_marker_____ 0004 Delivery and installation for AFRRI: 1 each @ tiny_mce_marker_____. Total tiny_mce_marker_____ The place of performance is 4301 Jones Bridge Road, Bethesda, MD 20814. A detailed address will be included in award. Quotes must state the earliest delivery date possible upon receipt of a purchase order. All questions must be emailed to clarinda.washington@usuhs.mil by COB Friday, June 25. Questions will be answered by an amendment to the solicitation. Telephone: (301) 295-1377. Quotes are due on Tuesday, July 6, 2010 at 5:00 PM (EST). Quotes must be emailed to clarinda.washington@usuhs.mil or faxed to (301) 295-1716. Mailed quotes will not be accepted. A single firm fixed priced award will be made based on best value to the government. Best value determination will be based on price, technical and delivery. Quoted items must meet the specifications provided in the RFQ to be considered for award. Contractors must provide sufficient detail in their quotes demonstrating the quoted item meets the specifications listed in the RFQ. Contractors must also complete FAR Provision 52.212-3 (Offeror Representations and Certifications-Commercial Items), which is attached.
