Description
This is a combined Synopsis/Solicitation/Request for Quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued for the solicitation number RFQ10058, a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-41 dated April 13, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 424610, which has a business size standard of 100 employees. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure cases of polypropylene disposable pipettes tips as a standing order to be delivered bi-weekly. This will be for the period of six (6) months from date of award for a total of twelve (12) deliveries. The following items may be acquired under this acquisition: Item/Description/Quantity: 1) Pre-Sterilized with Barrier Pipette Tips P250, case of 96/10 racks to equal 960 per case, qty-240 cases; and 2) Sterile Pipette Tips, P250, AP96, 240/220uL, case of 96/10 racks to equal 960 per case, qty-360 cases. As the standing order the requirement for line item 1 is 20 cases per shipment, and for line item 2 are 30 cases per shipment. The pipettes are to be manufactured stringent using quality control procedures that ensure straight, contamination-free and leak proof, reduce the possibility of cross-contamination from aerosols, and nonpyrogenic tips for bacterial contamination control. These pipettes will be use on a Biomek FX liquid handling system, which is located in the lab. Must be able to use pipettes with a 96 channel disposable tip low volume, or a 200uL or 50uL dispense head. The following factors shall be used to evaluate offers: 1) price, 2) capability to meet required specifications, and 3) delivery. Place of delivery Gaithersburg, Maryland, 20878. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items; FAR 52.204-7, Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Copies of the aforementioned clauses are available upon request by telephone to Janice Battle at 301-402-2282.
