Description
This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-41. The National Geospatial-Intelligence Agency (NGA) has a requirement for Conference space located in the Washington Metropolitan Area. Facility should have easy / close accessibility to metro / local transportation. The National Geospatial - Intelligence Agency (NGA) is soliciting for a location to hold an off-site for 3 1/2 days during the week of 13-16 September 2010 to accommodate 200 attendees. The dates are definite; no changes will be accepted for these dates. Only establishments that can honor these dates will be considered. If you are able to meet this requirement, please submit a quote in accordance with the stipulations set forth below. 1. This requirement is 100% small business set aside for 4 star hotels / venues. 2. Quotes will be evaluated based on price and technical acceptability. Award will be made to the offeror with the lowest price deemed technically acceptable. If two or more quotes are equal in all respects, the government will choose a winner in accordance with FAR Part 14.408-6. 3. All quotes are due by June 18, 2010 at 12:00 p.m. Eastern Standard Time (EST) to Contract Specialist Harriet Saulsbury via email saulsburyh@nga.mil. Telephone responses will not be accepted. 4. All contractors must be registered in the Central Contractor Registration (http://www.ccr.gov) database as well as ORCA (www.orca.gov) prior to any contract award. Lack of registration in the CCR and ORCA will make an offeror ineligible for award. Please submit the following information with each quote: Cage Code, DUNS Number, the date offer expires, line item unit price, and total cost. 2.0 Special Contract Requirements: 2.1 NGA 5X52.227-9000 UNAUTHORIZED USE OF NGA NAME, SEAL, AND INITIALS (JUNE 2006) (a) As provided in 10 U.S.C. Section 425, no person may, except with the written permission of the both the Secretary of Defense and the Director of Central Intelligence, knowingly use the words "National Geospatial-Intelligence Agency", "National Imagery and Mapping Agency" or "Defense Mapping Agency", the initials "NGA", "NIMA" or "DMA", the seal of the National Geospatial-Intelligence Agency, National Imagery and Mapping Agency, or the Defense Mapping Agency, or any colorable imitation of such words, initials, or seal in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner reasonably calculated to convey the impression that such use is approved, endorsed, or authorized by both the Secretary of Defense and the Director of Central Intelligence. (b) Whenever it appears to the U. S. Attorney General that any person is engaged or about to engage in an act or practice which constitutes or will constitute conduct prohibited by paragraph (a), the Attorney General may initiate a civil proceeding in a district court of the United States to enjoin such act or practice. Such court shall proceed as soon as practicable to hearing and determination of such action and may, at any time before formal determination, enter restraining orders or prohibitions, or take such other action as is warranted, to prevent injury to the United States, or to any person or class of persons for whose protection the action is brought. 2.2 NGA 5X52.227-9001 ACTIVITIES THAT AFFECT U.S. PERSONS (DEC 2004) This contract is sponsored by the National Geospatial-Intelligence Agency. All work and services to be performed hereunder shall be in strict compliance with procedures set forth in DoD 5240.1-R. 2.3 NGA 5X252.204-7000-90 PUBLIC RELEASE OF INFORMATION (APR 2004) Information pertaining to this contract shall not be released to the public except as authorized by the Contracting Officer in accordance with DFARS 252.204-7000, Disclosure of Information. Requests for approval to release information pertaining to this contract shall be submitted to the Contracting Officer by means of NGA Form 5230-1, National Geospatial-Intelligence Agency Request for Clearance for Public Release. Major Criteria: • Location must have an all inclusive meeting package to include but not limited to the following: 12:00 noon check in and late checkout on the last day, and complete access to amenities. Ample parking is required; complimentary parking is preferred. • Located in the Washington, DC Metropolitan Area, location must be within a ten mile radius of Bethesda, Md. / Reston, VA. Convenient to hotels and transportation. Metro / Airport accessible with complimentary shuttle. Facility: • Access to business center at no additional cost. Business center must include faxing, copying and on-site access. • Office space (accessible on all conference days from 6:00 a.m. through 7:00 p.m. each day. One room designated as working office for 4-6 people with access to a computer, printer, copier and internet access for the entire event at no additional cost to the Government. • General session room (accessible on all conference days, 7:00 a.m. - 6:00 p.m.). Accommodation for 200 people each day. Room setup to include a stage with podium and microphone and ability to accommodate table for panel presentations. • Break-out rooms (2) (accessible on all conference days from 7:00 a.m.-6:00 p.m.) that accommodate up to 100 people per room. • Networking reception area on Day 2 of conference (one night from 4:00-6:00p.m.) that can seat 75 people. • Ballroom area for awards luncheon on first day of conference 13 September 2010. Accommodation for 150 participants. Room set up crescent round (8 people per table); stage area with podium and microphone; dedicated technical support to operate slides and equipment; and skirted tables for awards and plaques. This luncheon must occur on the first day of the conference; it is not negotiable. Conference Support: • Dedicated conference planner to attend to details throughout event. • Dedicated technical support to assist with AV equipment and computer / slide projection. Lodging: • Single occupancy guest rooms with private bath for approximately 30 people (overnight accommodations will be needed for three nights from 13-15 September 2010 and will be paid by attendees). Facility must be ADA Compliant. Food: • Facility should provide a variety of food menus to meet all dietary needs. • Two breaks per day full days of conference; (AM) break to include coffee, decaf, tea, light snacks, and soft drinks, and bottled water. and (PM) break to include coffee, decaf, tea, assorted sodas, bottled water and a selection of snacks. Refreshments should be set in an area conveniently located to the general session room and accessible by all attendees. • Plated lunch to accommodate 150 attendees for awards luncheon on Day 1 of Conference. • Finger food and refreshments for networking reception at the end of Day 2 of Conference. A-V Equipment: • Laptop computers (three: 1 in general session and 1 in each breakout room) • Two large screen data projection package with skirted display screens in general session room (on both sides of the stage). • On-site A/V equipment including the following - DVD player (video to screen capability), 2 LCD projectors, (1 for general session room and 1 for breakout room), projection setup (screen, power cords and AV table, etc) for all rooms. • Easel chart with paper, markers and pencils in each general meeting and breakout rooms. • Ability to post / tape charts on the wall and leave overnight. • 2 Wireless microphones package - 1 cordless microphone and 1 Lavalier for general session room. • 2 Microphones for panel presentation on stage in general session room. 3.0 Contract Clauses: 52.252-2 CLAUSES INCORPORATED BY REFERENCE (FEB 1998) This contract incorporates one or more clauses by reference, with the same force and effects as if they were given in full text.
