- The General Services Administration (GSA), Mid-Atlantic Region, has a need for professional services and Tier Certification for the Social Security Administration National Support Center. These services include consulting support in reviewing the program of requirements, design documents and construction of the new data center facility. Certification in accordance with the Uptime Tier Classification System is also required within this scope. GSA intends to award a sole source contract to Uptime Institute Professional Services, 20 West 37th Street, Floor 6, New York, New York, 10018-7368 to provide these services under the authority of FAR 13.501(a), Test Program for Commercial Items. The Uptime Institute Professional Services is the only firm licensed to rate and certify the Uptime Institute’s Tier Classification system. Therefore, it is essential to include the Uptime Institute Professional Services during design development for consulting services and design progress reviews, as well as provide Tier Certification to the design documents. Tier Certification of the design documents is a prerequisite for the Tier Certification of the constructed facility. The Uptime Institute Professional Services will also be required to provide this Tier Certification for the constructed facility. No other firm can provide Uptime Tier Certification. The Uptime Institute developed the Tier Classification System and is the only firm that may provide the certification. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
