- The Oklahoma City Department of Veterans Affairs seeks to lease class 'A' contiguous office space in Oklahoma City, Oklahoma. The space offered must consist of a minimum of 9,500 preferably located within two miles from the VA Medical Center. Term - The proposed lease is for one ten year fixed base term with two five year fixed term option years should be fully serviced. Contractor must be willing to expand for future VA space needs and to allow for future growth at the discretion of the government. Occupancy - Space must be ready for occupancy no later than October 1, 2010. Submission Requirements - Expressions of interest must be submitted in writing and should include the following information at minimum: o The building name and address or address and locations for sites, if applicable. o The legal property description, recent survey, and property identification numbers (PIN). o The location of space in the building and the date it will be available. o A one-eighth inch scale drawing of space offered. For unimproved sites, provide a site plan (to scale) and location insert. o The ANSI/BOMA defined office area/useable square feet (USF). o The Rentable Square Feet (RSF) offered and the rental rate per square foot, specifying services, utilities, and tenant improvement allowance included Specify the Common Area Factor used to determine the RSF. o Specify the type of water, sewer, electricity, telephone and type of internet access available, and the names of the companies and/or municipal agencies supplying the utility service. o Specify the ambulance, fire and police service available, and the agency that provides such service. o Specify the nature, and bus routes available to the site. o The name, address, telephone number and email address of the authorized contact. o In cases where an agent is representing multiple ownership entities, written acknowledgement and permission to represent multiple owners for the same submission. Brokers or legal representatives submitting property must show written acknowledgement and permission to represent the property. Property owners and developers must provide written proof of ownership or control of property at the time of submission of initial bids. Preference will be given to those offerors who can provide a parking plan. o Any site should have the ability (at Offeror's sole expense) to become a separate tax parcel for tax assessments. Property taxes must be paid by the Lessor. The offered space must meet Government requirements for Fire and Safety and Handicapped Accessibility. Consideration shall be based on the area profile, location and proposed security precautions if the location would be utilized. All modifications shall be provided by the successful offeror in conformance with VA specifications. Unique Requirements- Office space must be contiguous and on one level without being split by a public corridor. Space must have the potential for efficient cubicle placement layout; columns must be at least 20 ft. apart to center, and 20 ft. from any interior wall and the columns should be no more than two feet square; space under consideration should not be "U" or "L" shaped or exceed a length to width ration of 2:3. The following space configurations will not be considered: space with atriums or other areas interrupting contiguous space; extremely long or narrow runs of space; irregular shaped space configurations or other unusual building features adversely affecting usage. Space shall be located in a professional office setting and not in close proximity to residential areas, railroad tracks, industrial areas, busy intersections or one way access roads. Space shall not be located within a base flood plain or wetland unless the Government determines it to be the only practical alternative. A setback of 20 feet is required when new construction is proposed. While both existing and new construction will be considered, a Phase I environmental report (and Phase II testing if necessary) may be required by the Contracting Officer (at the Offeror's expense), with such test to be completed by a reputable certified environmental engineering firm acceptable to the Government. Normal hours of operation for this agency are Monday through Friday 6:00 a.m. to 6:00 p.m. Occupying agency must have access to the area 24 hours per day, 7 days a week, and 365 days a year. Authorized Contacts - In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the Oklahoma City Department of Veterans Affairs Medical Center (OKCVA) or their authorized representative, Juanita Millsap.
