- This synopsis modifies synopsis previously submitted under RFP N00244-10-R-0019. This synopsis changes the RFP number to N00244-10-R-0067, the anticipated solicitation issue date and solicitation closing date and the anticipated period of performance as provided herein. The Fleet and Industrial Supply Center San Diego (FISCSD) Contracting Department anticipates issuing a Request for Proposals (RFP) for the acquisition of GLOBAL BUSINESS SUPPORT (GBS) services for Non-Personal Temporary Services for both the continental United States (CONUS) and Outside the Continental United States (OCONUS). The NAICS is 561320 (Temporary Services), with a size standard of $13.5M. This acquisition has been set aside 100% for Small Business concerns. The GBS acquisition will provide U.S. Navy and Marine Corps customers with a responsive, efficient, and reliable means of obtaining Non-Personal Temporary Contract Labor Support for 15 functional areas worldwide. The solicitation is anticipated to be a multiple award Indefinite Delivery Indefinite Quantity hybrid type contract (Firm Fixed Price (FFP) with Cost Plus Fixed Fee (CPFF) contract line items). The period of performance will be a Base and two (2)/One (1)-Year Option Years. The Base Year performance period is anticipated to commence on or about 10 Jan 2011. The solicitation documents will be posted on the Navy Electronic Commerce Online (NECO) Website at link: https://www.neco.navy.mil/ and FEDBIZOpps Website at: http: www.fedbizopps.gov. It is the responsibility of interested parties to register with NECO and or FEDBIZOpps to download the synopsis, solicitation, all attachments and solicitation amendments. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced websites frequently, for updates and potential amendments to any and all documents. No paper copies of the RFP and its attachments and amendments will be provided. The RFP will include instructions for preparation of offerors proposals, the statement of work, evaluation criteria. Central Contractor Registration (CCR) is mandatory for offerors (http://www.ccr.gov/) including completion of On-Line Representations and Certifications (ORCA). Only email communications to the Contract Negotiator will be accepted; no phone call communications or personal office visits with FISC SD or its internal and external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process. Questions from responsible interested parties regarding the synopsis and solicitation must be submitted by email, only, within 10 calendar days of their release to Penny Brown, Contract Negotiator, and FISCSD at email address: penny.brown@navy.mil reference solicitation number N00244-10-R-0067 GBS on all requests for information. The solicitation is anticipated to be released on or about 18 June 2010 and is and is expected to close 19 July 2010.
