Description
NOTICE OF INTENT TO LIMITED SOURCE: The Centers for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention (NCHHSTP), Division of HIV/AIDS Prevention (DHAP), Epidemiology Branch (EB), intends to negotiate on a limited source basis to Cerner Corporation, Kansas City, MO; Minneapolis Medical Research Foundation, Minneapolis, MN; The Miriam Hospital/Lifespan, Providence, RI; and Washington University, St. Louis, MO, the follow-on contracts for the continued participation in the research project entitled, "The Study to Understand the Natural History of HIV and AIDS in the Era of Effective Therapy ("The SUN Study")". CDC intends to negotiate this requirement under the authority of FAR 6.302-1, HHSAR 306.302-1, and 41 U.S.C.253(c)(1). The purpose of this project is to continue to monitor the incidence of metabolic and other medical complications related to the treatment of HIV infection and attendant prolonged survival, including but not limited to cardiovascular, neurological, hormonal, bone, hepatic, and renal diseases; to identify risk factors associated with the development of these metabolic and other medical complications; and to monitor the contribution of these complications and other conditions to the morbidity and mortality of HIV infection. The anticipated performance period is one 12-month base period and four 12-month option periods, if exercised by the Government. The associated North American Industrial Classification System (NAICS) code for this procurement is 541720 with a small business size standard of $7 million. The on-going continued requirements are: 1) report on current status of study at the local sites; 2) continuity of observation of a fixed cohort of patients using the same rigorous methodology; 3) report on the current local IRB status; 4) collect/ship data, specimens, and administer tests; and 5) submission of annual project reports. These contractors long-term experience with this study will help ensure the most efficient implementation of this follow-on project for the following reasons: a) Worked on this project for several years and are already familiar with the study participants and protocols. b) Past participation and existing proprietary data inventory are critical for ongoing study resolutions. c) Time constraints imposed by CDC for target study participants, group data, publications, site reporting, require their continued work on this project. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement.
