Description
This is a combined synopsis/solicitation for commercial services in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. The NAICS code is 238290 and the size standard for this requirement is $14 million. The Request For Proposal (RFP) reference number is H94003-10-R-5615. Proposals shall be valid for a minimum of 60 days. The RFP includes a one year basic performance period with four one-year options. This requirement is for the one-time retrofit and upgrade of two existing Safesec brand revolving security doors in Building 620, Defense Microelectronics Activity (DMEA), 4234 54th Street, McClellan, California. There is also a requirement for ongoing preventative and remedial maintenance of the same Safesec revolving doors. The Service Contract Act will apply to this acquisition. The contractor shall provide all equipment, tools, safety equipment, materials and services necessary to retrofit and upgrade the two existing Safesec S2000 Ultra Four Wing Revolving Doors to the Boon Edan Tourlock 180+90 System Safesec retrofit or fully compliant equivalent. The contractor shall provide and install, but not limited to, new variable speed motors, motor frames, motor controller, infrared sensors (contact mats shall not be used), lights, ceiling skin, door controller, key controls, switches, wing safety rails, wing ball locks and ball receivers, and replace all electric components with supportable Boon Edam Tourlock 180+90 components. The motors shall be sized to handle the heavy laminated glass door wings. Any items in addition to the above components that are normally changed as part of the Tourlock 180+90 shall be included. Controls: The contractor shall provide door controls for the Boon Edam Tourlock 180+90 retrofitted doors to operate with the DMEA WinPAK access control system. Additionally, the contractor shall provide a remote panel for each door and mount it in the DMEA Security Booth for use by the DMEA Security Personnel and shall replace the door key controls. Preventative maintenance (PM): The contractor shall provide two PM visits per year spaced approximately every six months. PM will include the base contract year plus four option years. Remedial/Emergency Repair: The contractor shall provide remedial and/or emergency repairs involving any failure of the revolving doors for the base contract year plus four option years. As DMEA is a Department of Defense facility, all contractor personnel on-site must be US citizens. The contractor shall abide by the State of California's latest building code for all work, including National Electrical Code and National Fire Protection Association (NFPA) standards. The contractor's firm shall have a valid California State Contractor's License Board C-28 "Lock and Security Equipment Contractor" license. Retrofit and preventative maintenance activities shall be accomplished during DMEA's normal business hours, except for Federal holidays. The contractor shall be able to quickly supply repair parts needed for the DMEA security doors. The contractor's service technicians shall be thoroughly familiar with the operation, maintenance, and repair of DMEA revolving doors and the Boon Edam Tourlock 180+90 System. The technicians shall have at least 2 years prior experience working on high security revolving doors. The contractor's service technician must be within 100 miles of the DMEA facility to ensure quick response time. Contract shall be awarded based on the lowest cost technically acceptable proposals considering costs from the retrofit, and preventative and remedial/emergency maintenance for the base year and four option years. DFARs clause 252.212-7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Offerors will include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. DPAS rating is S10. Use of Wide Area Workflow (WAWF) for electronic invoicing and acceptance purposes is required. Contractors must be registered in the Central Contractor Registration (CCR) database prior to award.
