- RECOVERY TAS::14 1035 DSU::TAS PMIS #154260 GREEN RENEWABLE ENERGY EFFICIENCY NETWORK (GREEN) 48" LED TUBES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quotation (RFQ) under solicitation number Q1244100535. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. This solicitation is issued as a small business set aside under NAICS code 335110. The Small Business Administration size standard for this NAICS code is 1,000 employees or less. The non-manufacturer size standard of 500 employees applies to wholesalers/retailers. GENERAL DESCRIPTION: The National Park Service has a requirement for 48 inch LED tube bulbs capable of retrofitting 48 inch fluorescent fixtures. See additional specifications below. Bulb sizes - must be either T-8, T-10 or T-12 diameter sizes. Bulb length must be 48 inches-no range allowed Bulb socketing/base configuration must be compatible with 48 inch fluorescent fixtures. Bulb must be operable with 120 volt AC Bulb Wattage shall be maximum of 20 watts Luminus Flux shall be a minimum of 1400 Lumens Color Temperature Spectrum- range from 2500 minimum to 5000 maximum Kelvin Life Span minimum of 30,000 hours This acquisition is funded by the American Recovery and Reinvestment Act and, as such, the following ARRA clauses apply. 52.203-15 Whistleblower Protections Under the American Recovery and Reinvestment Act of 2009; 52.204-11 American Recovery and Reinvestment Act-Reporting Requirements (Mar 2010 Deviation). The National Park Service has determined within the meaning at FAR 251.03(b), Exceptions - non-availability -and under DIAR 1425.108, excepted articles, materials and supplies, that an exception to the Buy American Act exists. Contractors must include the country of manufacture of all items offered under this solicitation. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: price, technical capability of the item to meet the Government's requirement, delivery schedule, and past performance. Non-price related factors, when combined, shall be approximately equal to price when evaluating offers. Offerors shall include technical data for each product offered under this solicitation and must provide a minimum of three references for which substantially similar supplies were provided within the past three years. Offerors shall provide a delivery schedule in days after receipt of order with their offer. The Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Offers are due by 5:00pm EDT, June 21, 2010. Failure to provide the following information with your offer may negatively impact your ability to compete for this award: the bid schedule below or a similar document showing quantity, unit price, extended price, and a grand total; a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items; Past performance information including a minimum of three references, technical data for each LED product offered to include, at a minimum, bulb size (length and diameter), socket/base configuration, input voltage, power consumption in watts, luminous flux, color temperature in degrees Kelvin, expected lifespan, and warranty; and delivery schedule in days after receipt of order.
