Description
The Corps of Engineers (CoE) Middle East District (MED) will solicit proposals from contractors capable of performing a turnkey furniture, furnishings and equipment (FFE) project at Al Udeid Air Base in Qatar. The CoE contemplates awarding a single contract requiring the contractor to procure, deliver and install the FFE. In order to work in Qatar the successful contractor must have or obtain a Commercial Registration from the Qatari Ministry of Economy and Commerce (MOEC) or other appropriate ministry. Alternately, offerors must have sponsorship by a Qatari entity. The CoE will not assist a contractor with obtaining registration or sponsorship. The solicitation will not provide information on the registration or sponsorship process. The contractor must employ US Citizens with security clearances at the Secret level for escorting contractor personnel in certain buildings or areas within buildings. The ratio of escorts to installation personnel is either 1:5 or 1:10 depending on the building or area within a building. The quantities of items and number of office rooms stated in this announcement are approximate. They are provided simply to express the scope of the project. The FFE will be installed at facilities of the U.S. Central Command (CENTCOM). The facilities include the Headquarters building, the Coalition building and the Conference Center. The Headquarters building includes one hundred twenty-eight workstations, some carpeting, two hundred ten various chairs and seating items, twenty-seven various tables, a number of files and storage cabinets. The Headquarters building was largely furnished under a prior CoE contract. This solicitation provides additional items at the building. The Coalition building includes twelve workstations and eleven desks, two hundred fifteen various chairs and seating items, eighteen various tables and some carpeting. The FFE will be installed in seven individual offices, two open multi-user offices, one conference room for sixty people and a conference room for one hundred twenty people. This building is currently unfurnished. The Conference Center includes twenty workstations and thirteen desks, two hundred eighty seven various chairs and seating items, thirty five various tables and some carpeting. The FFE will be installed in eleven individual offices, two ten-person break-out rooms, one conference room for thirty five people, a multi-purpose room that will accommodate one hundred fifty people, a kitchen, a reception area with counter, lounge seating, tables with chairs and area dcor. This building is currently unfurnished. The FFE installation for all facilities must be completed eight months from notice to proceed. Contractors will be required to provide support services for its crew in Qatar, acquire the FFE, ship it to Qatar, arrange for customs clearance, warehouse the items if necessary, and install the items. The contractor is responsible for the repair or replacement of items damaged in transit or during installation. The RFP will contain floor plans and a list of FFE for each facility. The RFP will identify types, quantities, makes and models of FFE. The solicitation will identify items as brand name or equal. The brand name descriptions in the solicitation reflect the level of quality that will satisfy the Governments needs. To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must meet the salient physical, functional or performance characteristics. The COE will issue a solicitation for commercial items. The solicitation will be provided to each company that identifies itself as a prospective prime contractor for the turnkey project. The solicitation will not be provided to suppliers, subcontractors, or plan rooms. Subcontractors and suppliers must obtain information from prospective prime contractors. The RFP will be on CD-ROM. It is not available over the internet. Source selection will be made using the best value tradeoff process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The level of quality and features of proposed FFE will be evaluated for technical acceptability. A firm fixed price contract will be awarded. The RFP will contain DFARS clause 252.225-7021 Trade Agreements and FAR clauses 52.211-6 Brand Name or Equal and 52.247-64 Preference for Privately Owned U.S. Flag Commercial Vessels. This is the tentative project schedule: Issue the RFP on June 30, 2010. Proposals due August 3, 2010. Award a contract not later than September 30, 2010. A site visit will not be conducted. Firms must request the RFP in writing and provide: 1. Full company name 2. Mailing and shipping addresses (CD's will not be delivered to a P.O. Box address) 3. Telephone and fax numbers. 4. Point of contact name, title, and email address. 5. Reference the RFP number and the project title which is: Furniture, Furnishings and Equipment at the US CENTCOM CFHQ, Coalition Facility and Conference Center 6.
