- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W6-10-C-0055 and is issued as a Request for Proposal (RFP). Under this number, the Army Contracting Command (ACC) / Aviation Applied Technology Directorate (AATD) intends to award a firm fixed price contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-41. The applicable North American Industry Classification Standard (NAICS) code is 238220. The small business size standard is $14,000,000.00. AATD intends to procure services to repair the counter measures test facility (CTF) water brake cooling system. These repairs must include replacement of normal components as required for general maintenance, painting of the structural steel, replacement of supply water fill piping, steel structure adjustment, cleaning of tower sump, repair of insulation, upgrades to stainless supply piping and stainless streel return piping, cleaning and rebuilding of supply and process water pumps, upgrade to return water tank, pump and controls, and replacement of the heat exchanger. The contract will be awarded on a sole-source basis under the authority of Section 4202 of the Clinger-Cohen Act of 1996. The intended source for this system is Professional Heating and Cooling, Inc., located at 3306 Arizona Avenue, Norfolk, VA 23513-4115. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition without addenda. Offerors shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, Alternate I with their offer. Also in accordance with the clause, all prospective offerors must be actively registered in the Central Contractor Registration prior to award.
