Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THE U.S. FISH AND WILDLIFE SERVICE INTENDS TO AWARD ON A SOLE SOURCE BASIS TO SONTEK/YSI INC, 9940 SUMMERS RIDGE RD, SAN DIEGO, CA 92121-3217 FOR A RIVER SURVEYOR M9 SYSTEM W/BLUETOOTH TELEMETRY/EXTERNAL POWER AND ACCESSORIES DUE TO THE SONTEK M9 IS THE ONLY ADP ON THE MARKET THAT MEETS ALL THE MEASUREMENT REQUIREMENTS POSED BY THE COMPLEX RIVER SYSTEMS THAT THE WATER RESOURCES BRANCH OF USFWS DEALS WITH AROUND THE STATE OF ALASKA. THE SONTEK M9 MEETS USGS AND USFWS STREAM MEASUREMENT SPECS AND HAS BEEN THE EQUIPMENT FOR USE AND DISTRIBUTION TO USGS FIELD STATIONS BY THE USGS HYDROLOGIC INSTRUMENTATION FACILITY. PARTS AS FOLLOWS:1) Portable nine-beam 3.0 MHz/1.0 MHz/0.5 MHz acoustic Doppler profiler/discharge measurement system intended for use from moving boats and other floating platforms in medium depth channels.Specifications: * Meet USGS OSW Specifications* nine transducer, tri-frequency ADP (3.0 MHz, 1.0 MHz, and 0.5 MHz) that auto-selects the appropriate velocity measurement frequency (3.0 MHz or 1.0 MHz) dependant on environmental conditions encountered * nine transducer, tri-frequency ADP detailed specifications* auto selection of the velocity cell sizes on the fly allowing maximum resolution in shallow sites and increasing the maximum depth range of the system;* auto transitions between pulse-coherent and narrowband based on measurement conditions;* internal processor and recorder allows for discharge calculations to be accomplished internally, rather than having to rely on an uninterrupted link with a computer running peripheral software;* 2.4 GHz Bluetooth radio-modem module (Class 1 (200m range)); * internally integrated SonTek DGPS (sub meter precision); * internally integrated SonTek RTK GPS (3 cm precision);* system utilizes Windows Mobile platform allowing it to be operated from a smart phone (Bluetooth modem version); * ping rates up to 70 Hz; * velocity profiling range of 0.06 m to 40.0 m for the M9; * vertical beam range of up to 80 m for the M9; * 4-beam Janus array for velocity transducer configuration along with a vertical acoustic beam for improved accuracy in the depth measurement; * ability to disconnect and reconnect with ADP, and change between smart phone and laptop computer, in mid-measurement without interruption of measurement or loss of data; * ability to view multiple data sets simultaneously; * customizable user interface, graphs and tabular data; * system can be mounted to a moving boat or on a remote portable boat system (trimaran) and operated from bride or shore. 1 EA 2) Bluetooth Telemetry / External Power / SonTeck RTK Module for remote dat collection. Consists of Rover Unit in a waterproof enclosure containing a Bluetooth modem (Class 1 (200m range)) for communication with the computer, SonTek RTK GPS receiver with external GPS antenna and spread spectrum radio modem for communication with RTK base station; 2 rechargeable battery packs; a 1-m processing cable for connection to S5 or M9 unit; base station with a Bluetooth USB antenna for connecting to customer-supplied computer; on-shore RTK GPS Base Station consisting of the RTK GPS receiver with external GPS antenna and spread spectrum radio modem and external antenna; 2 rechargeable battery packs; and a tripod. Also includes battery charger. 1 EA 3) Oceanscience Group Riverboat trimaran for RiverSurveyor S5 and M9 ADP systems. 1 EA 4) Riverboat soft carrying case - 50-inch padded ballistic nylon zip-closure case with handles and wheels. 1 EA 5) Handheld Bluetooth Mobile Display Platform for RiverSurveyor S5 and M9. 1 EA 6) 10-m power & RS2332 serial communications cable, compact 8-pin male wet-pluggable to 9-pin D-sub. 1 EA 7) Boat mount for RiverSurveyor S5 and M9. 1 EA 8) ESTIMATED SHIPPING PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED IN ACCORDANCE WITH NOTE 22. THIS ACQUISITION AND THE INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR 2005-41. THE FOLLOWING PROVISIONS 52.212-1, INSTRUCTION TO OFFERORS-COMMERCIAL ITEMS AND 52.212-2, EVALUATION-COMMERCIAL ITEMS APPLY TO THIS ACQUISITION. A COMPLETED COPY OF 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS MUST BE INCLUDED WITH THE OFFER.
