- The Department of Veterans Affairs Central Office (VACO), Washington, DC intends to negotiate, on a sole source basis, with Hein-On-Line, Buffalo, NY to provide online legal research access for the Office of General Counsel (OGC). The contractor shall provide ongoing 24 hour/7days a week worldwide access to legal research services for the Office Of General Counsel for fiscal year 2010 with (4) one year options. The Government negotiates with only one source via Authority of FAR 6.302-1. This notice is not a request for competitive quotes, and all responses must be received with ten (10) calendar days after publication of this notice. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement.
